Posted yesterday in the investment thread:

Dubai: First Gulf Bank, the UAE's eighth biggest bank by assets, announced plans yesterday to build a 30-floor residential tower near Emaar's Burj Dubai and said it has priced flats attractively to lure buyers.

Bank officials told a news conference the Dh200 million Burj Al Nujoom is the bank's second project in Dubai and will be completed in the first quarter of 2009.

The property, located within walking distance from the world's biggest mall and the tallest building will house 395 apartments - 195 studios, 84 one-bedroom and 113 two, three-bedroom units.

"Burj Al Nujoom will be part of Dubai's grandest business and leisure centre in the near future," Ebrahim Eskiocak, Vice-President Real Estate Department of First Gulf Bank said.

Pricing

Officials said the building's compact design and effective use of space had allowed the bank to price apartments about 10 per cent to 15 per cent lower than similar towers in the area.

Studio apartments have prices starting at Dh457,000, prices of one-bedroom units begin at Dh776,000 while two-bedroom units will retail at Dh1.229 million and over. Some 50 per cent of the units in the building, which has been designed by the National Engineering Bureau, have already been sold after bookings opened yesterday.

First Gulf Bank's real estate unit was launched in 2001 and the Burj Al Nujoom project is the second freehold property it has launched in Dubai after its debut 'Jumeirah Bay' project.

"Burj Al Nujoom is one of the most affordable offers to date, while meeting the high quality standards of Dubai's freehold properties," Eskiocak said.

Joint commitment to deliver 21st century Taxi network

Abu Dhabi's Taxi Transport Regulation Centre, mandated by Law number 19 of 2006, has streamlined and strengthened processes with the Department of Vehicles Registration and Licensing to fast-track the transition into the 21st century taxi system.

From right to left, Khaled Saleh Al Rashedi, General Manager, Abu Dhabi Taxi Transport Regulation Centre with Lieutenant Colonel Mohammed Maayof Al Kitbi, Director of the Vehicles Registration and Licensing during a press conference on 28 November 2006

According to article number 11 of the new law, exchange or purchase of any taxi vehicle and renewal of old licences or new loans on old vehicles is forbidden. However, to ensure that owners of vehicles that are damaged or written-off in accidents are fairly treated, a committee at the Department of Vehicles Registration and Licensing will assess and evaluate such exceptional cases.

'The law clearly sets out rules for developing the new taxi network and we are working seamlessly with the Department of Vehicles Registration and Licensing to reinforce all elements and ensure fairness and transparency to taxi owners, to that end, the committee at the Department of Vehicles Registration and Licensing will consider exceptional requests for registering new taxi vehicles that have met with accidents or have been written-off.

As a regulatory authority, we are acting on our mandate to improve the taxi system for the benefit of the majority and ensure a transparent treatment of individual cases,' says Khaled Al Rashedi, General Manager, Taxi Transport Regulation Centre during a press briefing held at the Department of Vehicles Registration and Licensing.

In a related move to deliver the new taxi system, Al Rashedi reassures all taxi owners that provisions have been made for taxi licences that have completed five years since their original registration date in 2006, which allow existing licences to operate for an extended period of one year. However, these extended licences are subject to withdrawal during the phase-out that is planned to take place during the third quarter of 2007.

'We understand that there might be special cases where taxi licences have completed five years in 2006 and exceptions will be made in such cases. All taxi licence owners who will be eligible for surrendering their licences will be notified two months in advance about their status and procedures. We are taking all necessary steps to ensure smooth transition from the old system into the new 21st century taxi system,' concludes Al Rashedi.

For more information about the new taxi system, the Abu Dhabi Taxi Centre hotline is 600 56 0006.

Abu Dhabi not issuing licences to old taxis

Al Kitbi and Al Rashedi speak to the press yesterday. A panel has been formed to draw up a mechanism to help introduce the new taxi system in the emirate, says Al Kitbi.

Abu Dhabi: The Vehicle Registration and Licensing Department of Abu Dhabi has stopped issuing permits for new taxis as preparations for the introduction of 21st Century Taxi for the emirate are in full swing.

Lt Colonel Ma'ayouf Al Kitbi, Director of the department, during a joint briefing with Taxi Transport Regulation Centre (TTRC) officials, said the department has formed a committee to draw up a mechanism to help introduce the new taxi system in the emirate.

He said: "No new taxi permits will be issued under the current system as the old taxis will be phased out.

"We have set up a committee at the department to implement the new system. The process includes phasing out old taxis, retaining of their permits for use under the new system and organising the entire procedures," said Al Kitbi.

The TTRC was established under an Emiri law issued by President His Highness Shaikh Khalifa Bin Zayed Al Nahyan as the Ruler of Abu Dhabi to introduce modern taxi fleets to improve the emirate's image.

Yesterday's briefing was held to announce the working relationship between the department and the centre and outline the procedures to phase out more than 8,500 taxis currently operating in the emirate, short-listing and selecting five to seven companies to operate the new taxis and laying out fares and operating system.

More than 18 companies are already bidding for the TTRC contracts to operate the 21st Century Taxi network.

Elaborating on the rules, Al Kitbi said exchange or purchase of taxis, renewal of old permits or new loans on old vehicles is forbidden.

He explained: "The law clearly sets out rules for developing the new taxi network and we are working seamlessly with the Vehicle Registration and Licensing Department to reinforce all elements and ensure fairness and transparency to taxi owners.

"As a regulatory authority, we are acting on our mandate to improve the taxi system for the benefit of the majority and ensure a transparent treatment of individual cases."

I was just wondering if there's a thread similar to DUBAI GOSSIP, Dubai Project Proposals, or Abu Dhabi Updates for the Other Emirates' section.

Where do we put in news concerning them? It's not worth opening a new thread for everything.

World’s first rotating tower launched
[Wednesday, November 29, 2006 3:20:00 pm]

Location, location, location. Any estate agent in the world will tell you that the three Ls are the most important in the world when investing in real estate.

So imagine a place where your views change, not every season, but every day. Imagine a place where on Monday you could awake to landscaped lakes, Tuesday the bustle of the largest shopping precinct in the world and Wednesday the unprecedented sight of dinosaurs grazing in their natural habitat.

Imagine no more as Time Residences have now made this dream a reality with the world’s first turning tower. A building that moves with the power of the sun. Solar energy is stored and used to drive the rotation mechanism, to provide 360-degree views to every resident, also to light communal areas in the building, moving 52 degrees in 24 hours.

The city of Dubai is no stranger to iconic and groundbreaking building designs, but the world’s first turning tower, Time Residences, is set to revolutionise the world of construction by being the only completely rotating residential structure on the planet. The 80,000 ton, 30-floor, structure in the heart of Dubai’s iconic City of Arabia development, itself the cornerstone of the breathtaking Dubailand plans, will house 200 unique apartments.

These will include your choice of one to four bedroom, single storey apartments replete with the latest in design and technology. Several exclusive four-bedroom duplex penthouses and the signature five-bedroom ‘T’ Triplex Super Penthouse will also be available on the ‘living floors’, which have been designed with comfort and luxury in mind. With a maximum of eight apartments on any one floor, uninterrupted floor to ceiling views and an abundance of space, this is a building that indulges the senses at every opportunity.

In keeping with the holistic living concept behind the overall designs of the building a large emphasis has been placed on life’s other elements, such as earth (where she rotates), water (pool area), air (circulating around the safe balcony), space (open plan uncluttered living) and fire which ignites entertainment at the top of the building, a Moon Lounge shaped as a moon crescent, for people to sit in, a first of its kind open air roof-top theatre and observatory, while directly underneath is to be the ArK Lounge which will indulge the senses in its music café bar and billiards lounge. Meanwhile the grounding qualities of the earth are available at the ground floor parking podium, with 24-hour concierge service for your apartment and car, plus a car-spa. And while your car is kept in shape, make sure to look after yourself on the social floors of the building where a gym, indoor and outdoor swimming pools, nursery/crèche, sauna, steam room, and running track will all be exclusively available to residents.

Tav Singh, Director of Dubai Property Ring, the developer of the building is convinced that this signature development will redefine the art of living in the region. “We didn’t want to build just another building or tower, we wanted to create something unique – a precious place to live – a genuine contender to be one of the great buildings in the world.

“This building will represent the very epitome of luxury living, not only will it defy the laws of gravity and momentum, but also it stands to redefine the standards for luxury living in the region and the world,” he said.

The project is designed by renowned UK architecture firm, Glenn Howells Architects, the company behind the Birmingham Rotunda in the UK, and Palmer and Turner based in Dubai and Hong Kong, the master developers of City of Arabia. This is a truly international project that will call upon global excellence.

The project will be managed by Dubai’s Kulkarni QS, while the building’s unique rotational movement will be the responsibility of Nick Cooper, the British engineer responsible for designing the Drill Machine that bored the English Channel Tunnel.

Construction is expected to start in June next year with projected completion in the first quarter of 2009.

James Abbott, Senior Architect of Palmer and Turner explained the unique challenges that they face in the coming months, “Time Residences will set new architectural and engineering benchmarks with the whole building turning a complete 360 degrees in the course of seven days.

“A distinctive time line runs down the building that meets 12 o’clock markings on the ground and the podium, allowing observers to use the building as a fully functioning time piece – it’s unique, it’s ambitious and it’s an honour to be involved from the start,” he said.

here the background story:

Vision for “Heart Of Dubai Business” to be unveiled at Cityscape 2006
Author: Property World Middle East Wednesday, November 29, 2006 at 09:17

Dubai World Trade Centre (DWTC) will unveil two of Dubai’s most ambitious development projects at this year’s Cityscape, the International Property Investment & Development Event
The Dubai Trade Centre District and the Dubai Exhibition City will be on display for the first time, providing visitors with the opportunity to see at first hand these unique developments.

Both developments have been designed under the aegis of Dubai World Trade Centre, and will involve the dramatic transformation of two prime real estate sites into an entirely new business district and entrepreneurial park, respectively.

Designed to match the world’s highest standards of architecture by internationally-renowned Hopkins Architects, visitors will be able to see the scope and ambition of the first phase of the AED 16 billion Masterplan to create the new Dubai Trade Centre District at the heart of the city. The project will see the generation of a new business district to rival the centres of Singapore, London and New York at the epicentre of Dubai’s central business district.

Starting at the historic Dubai World Trade Centre Tower at the base of Sheikh Zayed Road, the Dubai Trade Centre District will extend up to Emirates Towers, transforming one of the most notable areas in the city into a new lifestyle destination for the world’s international business community.

A first class office destination will provide a headquarter opportunity for many leading international companies, alongside a range of premier hotels and conference facilities for delegates attending international conferences and events.

Plans for Dubai Exhibition City – the region’s first integrated business, trade and retail destination – will also be revealed for the first time to an industry audience.

Dubai Exhibition City, will provide a campus style office park, a major retail destination, eight international standard hotels, and a trade hub for international companies to permanently showcase their products.

Situated next to Dubai World Central Airport and adjacent to Dubai Exhibition World, the region’s largest exhibition and conference venue, Dubai Exhibition City will drive business opportunities for the whole region.

“These two developments are among the most ambitious ever envisaged within the Middle East, creating new entrepreneurial destinations within the one of the world’s fastest-growing business cities,” said DWTC’s Director General Helal Saeed Al Marri.

“Both Dubai Trade Centre District and Dubai Exhibition City are being created in partnership with some of the world’s leading design companies and are already attracting interest from major investment, retail, hotel and development groups. Our aim is to create two business addresses that will be in the personal organiser of every major business group,” he added.

Dubai Trade Centre District

Phase one of the Dubai Trade Centre District will see the next phase in the development of the central business area, creating world-class offices and business centres within Dubai’s established Central business district.

The state-of-the-art business quarter will contain two hotels, 200,000 sq. m of grade A1 office accommodation, plus 1,000 apartments and 1,000 serviced apartments with related retail and car parking, offering a vibrant mix of public and private spaces, linked by air-conditioned pedestrian walkways.

The serviced apartments will provide a luxurious lifestyle for residents and visitors, managed by Dubai World Trade Centre, the UAE’s longest-serving residential service provider.

Using the highest standards in design, the buildings will be environmentally sustainable and will be carefully designed to the highest quality. All offices and residences will make the best use of naturally-lit interior spaces alongside landscaped terraces.

Residents and executives living within the district will have access to the World Trade Centre Club, the city’s most prestigious business venue on the top floor of the landmark World Trade Centre Tower.

Dubai Exhibition City

Designed by the Cox Group, one of the world’s most prestigious and experienced master planners, Dubai Exhibition City will be located next to the new World Central Airport and close to Jebel Ali port.. The 3 square kilometre site has been designed as a unique business and entrepreneurial park, which will enjoy the full advantage of the new Dubai World Central airport’s proximity.

In addition to a light industrial zone and a campus-style office environment, Dubai Exhibition City will be home to a retail park and business boulevard. The whole area will be landscaped-designed, to include water-ways, natural topography and parkland, allied to extensive road and rail transport networks to Dubai and elsewhere in the UAE.

DWTC is currently in discussion with a number of international investment and development groups, in addition to several major hotel companies.

“These combined projects are testament to the rapid evolution of Dubai in becoming a global business centre which can offer first-class facilities and infrastructure,” said Al Marri.

“Both Dubai Trade Centre District and Dubai Exhibition City will add to the urban environment of Dubai and provide a striking architectural statement to the business community. We are enhancing one of the world’s leading business districts and launching an entirely new entrepreneurial park, which will create a new type of executive lifestyle and model for business development,” he added.

The Arab city with the palm-shaped islands and the sail-shaped hotel is adding to its eclectic skyline by building the world’s first rotating skyscraper, a 30-story apartment tower that revolves on its base.

The tower, announced Wednesday, will use the Persian Gulf’s abundant sunshine to power the building’s slow rotation that brings it full circle once a week, said Nick Cooper, a British engineer designing the rotation mechanism.

This will be a fair building,’ said Cooper, of M.G. Bennett and Associates Ltd. of Rotherham, England. Everybody will have the same views for the same amount of time, so you won’t have certain rooms with the best view.’

The 80,000-ton building with 200 apartments will sit on a giant bearing 30 yards (meters) in diameter, coated with a nearly frictionless polymer, Cooper said. Twenty small electric engines will turn the building a few degrees each hour, Cooper said.

It will be indexing around on the hour,’ Cooper said. It moves very slowly. It’s not a theme park ride.’

But a theme park’s manmade lakes, malls and simulated dinosaur park will be the primary view from the so-called Time Residences. The developer plans to complete the structure by 2009 as a centerpiece in the giant Dubailand amusement park now under construction.

Work on the rotating tower is supposed to begin in June.

Cooper’s previous rotating projects include the drill machine that bored the English Channel Tunnel and a rotating rock crushing unit used in giant mining operations.

Dubai has used a slew of announcements of iconic project to generate publicity. Most _ but not all _ end up being built. The city’s three palm shaped islands are in various states of completion. The smallest is nearly finished while construction of the largest has been halted.

Other improbable projects have been scrapped or delayed, including a heavily touted underwater hotel that was canceled.

Plans call for the rotating building to incorporate a swimming pool and a crescent-shaped moon lounge’ on the rooftop, with a theater and observatory.

Not only will it defy the laws of gravity and momentum, but also it stands to redefine the standards for luxury living in the region and the world,’ said Tav Singh of developer Dubai Property Ring.
