A three-level tunnel is proposed in Istanbul, to cross the Bosphorus.

nice route but 2x2 wouldn't be enough I think.

It's still a proposal and we can expect changes in this project. I think 4+4 should be enough

Bored tunnels with 4 lanes would require exceptionally large tunnel boring machines due to the diameter, especially if it is to be a three-deck tunnel. Most bored tunnels do not exceed 3 lanes in each direction for that reason.

In my opinion metro and highway tunnels should be separate for that reason

Quoting an entire series of photos is generally considered poor etiquette.

Is the Izmir motorway under construction yet between Km 83 and KM 350 ( roughly south of Bursa to Izmir. All of it or part of it?

The 'european' section of the Northern Marmara motorway which will bypass Istanbul to the north and which will feed traffic directly onto the third Bosphoros bridge should go to construction this year some time. The Asian side road is already under construction along with the bridge.

If you have a green card, you would not need any further insurance in Turkey. Ask your insurer if you do not have one, they shall issue it free of charge.

The countries where your insurance will pass or won't pass are mentioned on your insurance. Or on their official site.

Some insurance companies allow the addition of 1,2,3 countries to your list otherwise not included in your insurance, for a fee (10 or 15 or 20 Euro/country for example).
I'd recommend you talk to them before you depart for the Turkish border.

The sum depends on several factors, most relevant here is the duration.

OK that was the question 8 days ago and the answer is obviously NO.

There is no doubt that Turkey will build a fantastic road from west of Istanbul and then across two spectaular bridges all the way to Bursa which is around 120km SE of Istanbul.

I think the rest of the road, from Bursa to Izmir , is 10 years away at least!
