i think its a motor-road with 4 lanes 2+2!

Nope. It is not a motorway but motorway standard. All BlackSea Coastal Road is in that standard but not a highway/motorway.

These pics are from Blacksea Coastal Road, from Bolaman, Trabzon etc.

That's correct, between Tarsus and downtown Adana, the highway has 4X4 lanes.

But they're also counted as Highway. Don't confuse them with Motorways(Otoyol)

Also if you checked the pics, 3 tunnels are under construction as a part of Antalya - Kemer D 400-09 road.
