Works of 2,000 km of highway to be launched late H1 2013

Quote:

ALGIERS –Several projects on the construction of 2,000 km of highway, out of a 4,000 km program will be launched before the end of the first half of 2013, Public Works Minister Amar Ghoul declared Tuesday in Algiers.

These projects are part of a plan consisting in launching works of 11 highways in various regions of the country, at an average cost of DZD1,000 billion, the minister said while meeting with 48 Provinces Public Works officials.

“The rest of the highway projects (2,000 km) will be projects upon the completion of the currently underway technical studies,’’ he said. The objective through these future roads is to link major ports to the East-West Highway.

The Minister emphasized the impact of these road links on the crossed regions to breathe a new dynamic into the economic development in both coastal provinces and highlands.

Asked by the press about which of the 11 highway projects will be launched the first, he said that “the entire 11 highways are priority projects.”

He also mentioned the provinces concerned namely Annaba, Guelma, Skikda, Jijel, Tizi Ouzou, Tipasa, Chlef, Mostaganem, Oran, Ain Temouchent and Tlemcen.

"Today, 95% of Algeria trade with the world is made through sea, this is why we must give to ports a more important place so to facilitate goods transport in the different regions of the country," the minister concluded.

ORAN: Connection Port-East-West Highway, the project re-evaluated at 60 billion dinars
Quote:
The financial cost of the project to the motorway link between the port of Oran in the East-West Highway was revalued at 60 billion dinars, it was learned from sources close to the province.

The study of this project, entrusted to the SMI Group (Canada), is a very advanced stage of maturation, the draft summary (APS) is completed after the lifting of some reservations and the front-end engineering design (APD) is being finalized, says does the same source.

According to some indiscretions, and without prejudice, the realization of this huge road infrastructure would be entrusted to Engoa in partnership with a Japanese company, the same one responsible for an almost similar project in Algiers.

The representatives of "Makyol-Engoa" took turns last week, before the desk of the chamber to expose their fixes in the study-analysis they themselves had made in relation to the first study of Canadian BET "SM Group International," and that in the light of criticism during the debate that followed the movie screening. It was, therefore, a matter of "refining" of the study, so to speak, before tying the record.

The three main objectives of this project are the construction of a new port on the corniche road east of Oran to the first and second ring roads, the thinning of the heavy truck traffic in the urban area of the city of Oran in full expansion and the creation of rapid exchange between the port of Oran and the limits of the province through the two ring roads and the motorway junction of Oran.

This highway of 26 km in dual carriageway will also be performed in conjunction with the East-West Highway to serve the economic centers, port of Oran, the ZI Béthioua and Oued Tlélat and boost economic dynamism the region.

The projected highway starts from the old port of Oran, along the coast for 1.2 km, with the creation of rock sea Initially it was planned to build this first segment on the cliff before opting for a translation with a slight bend to the sea to avoid the risk of landslide rock fragments.

However, this solution must be combined with the reinforcement, in parallel, the rock mass to guard against the consequences of the corrosion effect of this steep slope. The road then unfolds with a covered trench on the maritime fringe of 6.2 meters, offering the possibility of development of this area.

To cross the hilly area following this part of the field, a first tunnel 3.45 km length is projected. Indeed, in the "cut and cover" the Turks suggest a tunnel instead of a bridge, with the benefits, according to them, down the slope to 2% instead of 4%, accompanied by a reduction period.

A second tunnel is also projected the same distance. It is also planned to build two of three viaducts and interchanges, including a very complex at the roundabout Canastel, which starts from the second tranche between Canastel and 5th Bd device.

According to an initial assessment, which does not take into account the ventilation equipment, lighting, CCTV tunnels and signaling systems, the cost of this project is estimated at nearly 20 billion dinars. During the same meeting, it was outlined, Real, the tunneling technique, already successfully operated in Algeria, by the Japanese company in question in partnership with Engoa.

Skikda: Presentation of the preliminary study of the harbor-road east-west

Quote:
The preliminary study of the project to build a penetrating track linking the port of Skikda in the east-west was presented Monday by the office of South Korean engineering studies Kyong Dong has there been.

The paper was presented in the presence of the wali of Skikda, Mohamed Bouderbali, senior management of Public Works, officials directions wilaya directly involved in this project and heads of daïras that the proposed road will cross.

This road will be, according to the preamble of the study a "modern infrastructure capable of promoting the economic development of the region and will facilitate rapid traffic accessibility and the connection between the city of Skikda, port and highway east-west. "

The study offers three options, the first was adopted at the meeting, because of the "many advantages it offers," it was said in the province. This variant of the projected route originates at the national road (RN) # 44-AB, on the outskirts Southeast Skikda, to connect to the exchanger El Harrouch of the east-west through the surrounding municipalities Hammadi Krouma-of-Ramdane Djamel and Salah Bouchaour, along the path of wilaya (CW) No 104 Oued Safsaf and a total length of 31.3 km.

The selected alternative also allows to "reduce the linear structures of part of the project, which will result in a substantial reduction in the cost of the project, avoid interference with industrial facilities and electric power lines while sparing a maximum of farmland and minimizing the impact on the environment, "we indicated the same source.

Thirty billion dinars to connect the east-west port of Skikda

Quote:
A budget of more than 30 billion dinars was mobilized for the realization of a motorway section linking the east-west port of Skikda, according to the Director of Public Works (DTP), Tahar Oueddane.

The work will be launched "before the end of the year" refer to the completion of a 40-kilometer stretch of road into a dual carriageway from the road (RN) 44 AB to the south-east Skikda to reach the east-west highway in El Harrouch via Krouma-Hammadi, Ramdane Djamel-Bouchaour and Salah, said the same official.

The course, held after the study of several variants, was designed to limit the number of structures to achieve and limit costs, he added Oueddane, noting that 37 items are still built to add to existing bridges.

The environmental aspect was also considered in the study of the route because this route between the port of Skikda and the east-west main sites prevent industrial areas, power lines, reducing the encroachment on agricultural land, further indicated the DTP.

Sellal kicks off a highway project linking Tizi-Ouzou with east-west higway

Quote:
Tizi-OUZOU - Prime Minister Abdelmalek Sellal Tuesday gave the kickoff of the construction works of a motorway to link penetrating the wilaya of Tizi-Ouzou in the east-west highway.

With a budget of 50 billion dinars, structuring project assigned to the Tizi-Ouzou under the five-year plan from 2010 to 2014, involves the construction of the current RN 25 motorway to 2x3 lanes, over a length of 36 km, connecting the province of Tizi-Ouzou, since the starting point of Oued Sebt on the RN 12 on the western edge of the town of Tizi-Ouzou, in the east-west at the Djebahia locality in the municipality in the province of Aomar Bouira, through Draa Ben Khedda, Tadmait Ait Yahia Moussa and Draa El Mizan.

Considering the nature of the rugged terrain that characterizes the route of this road, particularly in the stretch between Ait Yahia Moussa Draa El Mizan, the study designed by the Algerian Company of engineering and infrastructure (SAETI), provides for the implementation, while along the route, 16 structures, between tunnels, interchanges, bridges and viaducts, occupying approximately 1/6th of the length of the course, it was noted.

For what is the expected impact of the implementation of this major project, it is particularly in the integration of the local economy in the national economy, given that the N12, the main road leading to the Tizi-Ouzou "is currently reached saturation" was it pointed to the direction of Public Works.

highway bouira bejaia The work started from Amizour

The early work of the highway penetrating was given this morning from the town of Amizour. A place where there are two art galleries, a bridge and a heat exchanger works.

It is an Algerian-Chinese group, CRCC Septa, the project was granted in its realization. Penetrating the motorway, which caused much ink will connect to recall its completion the capital of the province of Bejaia east-west highway, at a place called El Adjiba in the wilaya of Bouira.with lenght of 100km

The infrastructure will cost about 120 billion dinars ($ 1.5 billion dolar) will be delivered in less than three years. Prime Minister Abdelmalek Sellal asked on May 27 when he was symbolically launched the work at its on-site visit to the company officials to make an effort to deliver it in 30 months instead of 36. A challenge that the leaders say they can identify if a number of conditions are met.

Which? Provide them with the pockets of land for implementing the remote sites and technical bases. The wali of Bejaia stated that his services were instructed to "explore eight bases impacts life." But also pay all facilitations for rapid clearance of material transported from the Southeast Asia by sea. And provide as soon as possible the work permit in some 320 Chinese (engineers, technicians, surveyors, cooks and interpreters, etc.). Whose names list was sent to the relevant departments.

And to meet the deadline of 30 months, the Asian leaders called for local authorities to make available 6.2 million tonnes of aggregates needed to complete the work. And they want between 50% and 60% of this amount is released for not having to endure the bumps in the road. These quantities have been claimed as regards iron and cement. Problem? In the local market, we can produce that "2 million tons of aggregates, and difficult," admitted the chief executive of the wilaya.

The leaders of the Chinese society, CRCC, have learned from their previous experience. They had to make two sections of 500 km on the east-west highway, with Citic group for $ 7 billion. The new contract was awarded to agreement by the Minister of Public Works Amar Ghoul.

In addition to a lot of roads, it is foreseen in the framework of this project the realization of 46 works of art, seven interchanges, 13 viaducts, a tunnel of 1105 linear meters, 15 retaining walls and three service areas. Its route goes along the left bank of the valley Soummam in the direction of flow of water through-Tala Hamza El Kseur, Sidi Aich, Amallou, Akbou and Tazmalt before joining in Mechdellah the province of Bouira.

In this early work alongside 320 Chinese employees will be created 662 jobs for nationals. But as soon as the site will be well advanced staffing revised upwards: they will be 3200 Chinese and nearly 12,000 Algerians to work, it was said sources familiar with the matter.
