Highway Highlands : "gift" with € 6.5 billion to Algerian companies

Recorded in 2010-2014 five-year program , the construction of the beltway highlands will be launched before the end of this year. Feasibility studies , assigned in August 2008 to three foreign groups for a total of nearly 40 million euros and 18 months , are still not completed.

Announced in 2007 by Amar Ghoul, who had indicated that the project will have a budget of 800 billion dinars ( 7.5 billion euros) , highway highlands only materialize. The mega project would connect , as the east-west highway , its more parallel north , the Tunisian borders to those in 1030 on Moroccan Km

This new highway will start, El Aricha in the province Tlemcen, near the border with Morocco . It will go through Sidi Bel Abbes, Saida , Tiaret Djelfa Oussara Ain Bou Saada, M'Sila , Biskra , Batna , Oum El Bouaghi , Khenchela and Tébessa for atteindreBouchebka the border with Tunisia.

The construction of this highway should be launched simultaneously on the entire route . Lot Centre will Tiaret Batna , through Boughzoul M'Sila and 495 km East Lot , connect Batna Tébessa through Khenchela 220 Km and Lot West is El Aricha Tiaret in through Saida 305 Km Unlike the east-west highway , on the outskirts of cities, this highway highlands is a " highway connecting ." That is to say , a trunk highway , from city to city.

Lot West delaying the initiation of work

Assigned respectively to Koreans Kyong Dong C. Engineering , Ltd. / Pyunghwa Engineering Consultants (PEC) / Corp Saman . for lot East Myeong Dong Engineering Consultants ( DMEC ) / Dongil / Korea Engineering Consultants Corp. ( KECC ) for lot Centre , technical studies have been completed for these two lots, has - been learned from the Agency national highways (ANA) . Topographical work on the lot Centre were contracted to Fugro - French Safege . Studies on the lot west of 305 km, entrusted to the Italian C. Lotti & Associati following the same procedure tender for an amount of € 11.5 million are still not completed. 640 Km from Saida (west) to Batna (east), taking on three lots, are considered a priority to connect the two regions. 230 Km from the new city in the province of Boughzoul Djelfa to Barika , in the wilaya of Batna, are in any case budgeted for the year 2014. Tenders will be launched before the end of the year. Although the West lot is still in the pre-project studies.

National priority for achieving

Unlike the east-west highway , the current Minister of Public Works, Farouk Chiali announced that priority will be given to achieving Algerian companies , with a very limited use for étrangers.Dans one of his recent statements, the project cost was estimated A700 billion dinars ( about 6.5 billion euros) and " will be divided into ten lots and not three as was the case for education." "The development will be carried out by groups supporting Algerian companies expertise and proven experience," he said. On completion time , Mr. Chiali believes that " the achievement of each of the ten batches require a period of 36 months. If business groups begin their work at the same time , the junction between the 10 lots will be after the age of 3 . "


€ 30 billion of investments to be made

The 2010-2014 five-year plan includes a huge investment in public works program (30 billion euros ) , which aims to continue the modernization of the road network and increased port capacity .
It must bear the national motorway network to 5,600 km, in addition to the completion of the East- West ( 1216 km), which remains 121 Km to achieve, 6 exchangers , shell and tube 670 Km of network and security fencing along the highway on 2432 Km
The program also provides for the implementation of the 4th ring road of 265 km ( completed , work not yet started school) . This ring Algiers is a toll road that runs through five provinces of the center , namely Ain Defla , Medea, Bouira M'Sila and Bordj Bou Arreridj . It will exchanger the East- West located 3 km from Khemis Miliana in the province of AinDefla , leading to Bordj Bou Arreridj . It also launched the construction works of 25 motorway links accumulating 2,853 km, like penetrating linking the east- west ports and towns wilaya highlands , from Bejaia, Djendjen ( Jijel ) , Oran and Arzew.

This is some very challenging terrain. Hopefully when they are building more motorways in Ethiopia they will look at what Algeria has done and take lessons from that.

The signage looks good. Obviously copied from France, but better than in most of sub-Saharan Africa.

Which motorway or expressway projects are currently u/c (or have been completed in 2014)?

I've found some sections:
A1: Boughalboune – El Harrouche 12 16km (2007 to 27th January 2014) – projectmap
A1: El Harrouche – El Ghadir 12 7km (2007 to 10th April 2014) – projectmap
A1: Zighoud Youcef – Boughalboune 12 8km (2007 to ?) – projectmap
A1: Drean/Ain Allam – Raml Souk 12 ?km (2007 to ?) – projectmap

Is the list complete?
Any information about completion date?
Have the works on all section been started in 2007?

I'm quite amused by the quality of Algerian roads. They're amazing! Only one state in Brazil, São Paulo, has this good road quality. The rest is shitty.

That bridge looks similar as the "Ada's Bridge " in Belgrade.The only difference is that this one has 2 arcs but the one in Belgrade has one.
