(CPG/Marie V. Lualhati, PIO-Batangas City/PIA-Batangas)

PNOC EC hosts 1st BISA Maritime exercise in Mabini, Batangas
Saturday, July 9. 2011

MANILA — PNOC Exploration Corp., the upstream petroleum and coal-arm of the state-owned Philippine National Oil Co. (PNOC) recently hosted the 1st Batangas Industrial Security Alliance (BISA) Maritime Security Drill and Exercise in its energy supply base (ESB) in Mabini, Batangas.

The exercise showcased PNOC EC's operational readiness, effectiveness and resource availability to respond to any breach of security brought about by heavily armed groups to the port.

The exercise was also in compliance with the International Ship and Port Facility Security (ISPS) Code and its enabling law, the National Security Program for Sea Transport and Maritime Infrastructure (NSPSTMI) of the Office for Transportation Security — Department of Transportation and Communications (OTS-DOTC).

A hostage-taking scenario was used in the exercise wherein a group of heavily armed men secretly boarded a foreign vessel docked at the ESB's marginal wharf.

The armed men also threatened to bomb the entire facility. A combined force of public and private security officers successfully resolved the emergency with minimal damage to property and injury to persons.

Participating government entities included the Batangas Provincial Police Office, together with its SWAT, EOD and SOCO teams headed by the Provincial Director Sr. Supt. Rosauro Acio; the 740th Air Force Combat Group (PAF); Southern Tagalog Coast Guard District (PCG); PNP-Maritime Group; PNP Mabini; Municipal Disaster Risk Reduction Management Council (MDRRMC)l medical teams of the Department of Social Welfare and Development and the Bureau of Fire Protection (BFP) Batangas Provincial Office.

The regional director of the Office of Civil Defense (OCD) IV-A and representatives from OTS-DOTC were also present to observe the activity.

Other member companies of BISA present included Pilipinas Shell Petroleum Corp., Chevron Batangas Terminal, KEPCO Ilijan Corp. and First Gas Power Corp., Global Marine Systems, Himmel Industries Inc. and ATI Batangas Inc.

PNOC EC Chairman and president Gemiliano C. Lopez Jr. was also in attendance to witness the day's activities.

The Batangas Industrial Security Alliance or BISA is a group of security professionals and security officers representing the industrial and manufacturing firms mostly situated along the coastal areas of Batangas.

PNOC EC operates the Energy Supply Base in Mabini, Batangas. As a private commercial port, the ESB offers berthing, cargo handling, storage and warehousing facilities to energy companies and other commercial clients.

The ESB was ISPS certified last March 22, 2011, and which will be valid until March 21, 2014. (PNA)

Customs probe on missing containers: Did Batangas port receive cargo?

A July 8, 2011 press release by the Department of Finance, Bureau of Customs

Customs Commissioner Angelito Alvarez said the ongoing investigation on the matter of some 600 missing containers allegedly transshipped from Manila to the Port of Batangas centered on whether the unaccounted cargo was actually received by responsible Batangas customs officials.

Alvarez said the inquiry, which he ordered conducted as early as mid-May this year, had produced “voluminous records and supporting documents submitted by the concerned parties that are now being evaluated by the agency’s Investigation Division headed by Dino Tuazon.”

The Customs chief disclosed that in the process of conducting audits on selected transactions, he discovered discrepancies in transshipment records of containerized importations destined for Batangas Port.

He said his attention was caught by an alarming number of containers that, based on records, were transshipped by their importers and brokers to the Port of Batangas but which had no matching consumption entry declarations nor documented proof of payment of duties and taxes entered into the records of the receiving port.

Alvarez said the derogatory information prompted him to instruct Batangas District Collector Juan Tan on May 19 to submit a detailed report on the transshipments made by LCN Trading, Sea Eagle Trading and Moncelian Enterprise from the POM and MICP to the Port of Batangas between January and May this year.

He said Tan complied with a report dated May 31 indicating that only 305 of the alleged 900 or so containers were actually received by, and entered into the records of the Port of Batangas.

POM and MICP officials, however, have submitted boatnotes and other documents that they claimed could prove receipt of the missing containers by Port of Batangas employees.

Alvarez said the main piece of the puzzle as far as the Investigation Division was concerned was whether the 600 missing containers destined for the Port of Batangas actually got there and if not, what happened to them.

But another angle being looked into by BOC internal investigators, said Alvarez, was the possibility raised by Tan that import entries for the allegedly missing containers were actually filed at the POM and MICP and that the importers actually paid the correct duties and taxes.

Alvarez said smuggling cases would be filed against LCN Trading, Sea Eagle Trading and Moncelian Enterprise, their brokers and cohorts in the Bureau if it would be established that indeed, those containers actually disappeared from the customs system and that government, as a result, lost millions of pesos in unpaid duties and taxes.

He instructed Tuazon to wrap up the investigation and come up with actionable recommendations by the end of this month.

Notable Batangueños in the Batangan Hymn (Himno ng Batangan)

Posted on 08 July 2011 by Dyan Hernandez

Can you really sing the Batangan Hymn or Himno ng Batangan by heart? The lyrics of Himno ng Batangan is not at all complicated for us to decipher the message of this song. Right?

But do you know by heart the men mentioned in this song?

“Mabini, Laurel, Recto, Diokno, Kalaw
Agoncillo, Malvar sa bayan ay dangal”

Apolinario Mabini

Mabini is also known as “the Sublime Paralytic” and “the Brains of the Revolution”.

He was born on July 23, 1864 in Brgy. Talaga, Tanauan. He served as the chief adviser of General Emilio Aguinaldo and created the first ever constitution in Asia for the First Philippine Republic. (en.wikipedia.org/wiki/Apolinario_Mabini)

Jose P. Laurel

Laurel is the third President of the Philippines

He was born in Tanauan on March 9, 1891. He became president during the World War II from 1943 to 1945. His presidency may be the most controversial one, stained with speculations of treason.

Claro M. Recto

Dubbed as “the finest mind of his generation”. (en.wikipedia.org/wiki/Claro_M._Recto)

Recto became a Minority Leader of the Senate of the Philippines from 1931 to 1934. Aside from being a statesman, he is also a jurist, a poet, and an essayist and is also remembered as an excellent speaker.

Recto’s roots are from Rosario and Lipa City.

Ramon Diokno

Diokno hailed from Taal and was born on March 28, 1886. He served the government as senator from 1946 to 1949 and became an Associate Justice of the Supreme Court.

Teodoro M. Kalaw

A native of Lipa City, born on March 31, 1884. He was one of the most excellent trilingual writers and historian of the country. The period of 1900s to 1940s was considered as “Age of Kalaw” as Don Teodoro dominated this era with his historical writings and researches.

Teodoro Agoncillo

He was born in Lemery on November 9, 1912. Agoncillo was among the first and the most prominent Filipino historians.

Miguel Malvar

Malvar was born on September 27, 1865 in Sto. Tomas. He was a commander during the Philippine Revolution.

He was also dubbed as an Unofficial President of the First Philippine Republic when he replaced Gen. Emilio Aguinaldo in position when the latter was arrested by the Americans and was exiled in Hong Kong. Malvar was second in command

These are the notable Batangueños mentioned in our Batangan Hymn. Well, just in case you have forgotten.

(CPG/MPDC, PIA-Batangas)
