New Navy Complex plans



DOWNTOWN SAN DIEGO – The latest design for the proposed Navy office building on the downtown waterfront is reminiscent of a ship, to the delight of some people who opposed the former blocky look that one critic likened to a “Stalinesque prison.”


The Navy office building proposed for the downtown waterfront by Manchester Development has a nautical aspect.
The building is the first of the Navy Broadway Complex redevelopment to have specific plans announced. Manchester Development unveiled the latest look and an updated master plan for the whole four-block parcel yesterday at a Centre City Development Corp. board meeting.

The hotel, office and museum designs for the site have been massaged and re-maneuvered somewhat on the blocks, with more accessable retail space added.

A pedestrian “Paseo” still runs through the four blocks, though it has been narrowed to allow for a more intimate feel, designers said.

Nancy Graham, president of the downtown redevelopment agency, said her staff has worked with Manchester to make the master plan more pedestrian friendly.

“How the buildings meet the street, how they play with the Paseo to create the life,” Graham said, giving examples of the focus she is pushing. “They have a much more human scale and edge to them on Harbor Drive than previously.”


The site is 14.7 acres bordered by Pacific Highway, Harbor Drive and Broadway. In 1992, the Navy and city agreed on a plan to replace old Navy buildings there with blocks of hotels, offices, restaurants, public pathways, a park and a new Navy Region Southwest headquarters building.

A year ago, the Navy chose San Diego businessman Douglas Manchester's firm to develop the site.

Reactions yesterday to the latest incarnation of the master plan were mixed.

CCDC board member Wayne Raffesberger said he supports more open space, not less, and more view corridors.

“I'm still devoted to seeing if we can make those work better than even what we're seeing today,” Raffesberger said.

Board member Kim Kilkenny said he approved of the direction.

“I've had grave concerns about the prior site plans working from a pedestrian and activities standpoint,” Kilkenny said. “I'm beginning to develop some excitement about what I'm beginning to see.”

Just about everyone seemed to like the new Navy office building design.

Seen from above, the shape resembles a ship facing east. That's no mistake. Tucker Sadler Architects, the design firm, said the Navy was part of its inspiration.

The now-curved sides soften what used to be a bulky building, board members said.

“It's tremendously improved. I can't find a strong enough adjective to say how much better it is,” said Gary Smith, Downtown Residents Group president, who compared the earlier design to that of a prison.

Yesterday's discussion was just another step in the process, not the final word. Downtown redevelopment officials said their agency may be able to green-light the master plan in May or June.

Manchester Development President Perry Dealy said his company is under pressure to get started. Dealy called June a “worst-case scenario.”

Manchester wants to be moving on construction permits for the Navy offices and another building in September, he said.

The CCDC's approval isn't the only challenge ahead for Manchester. The California Coastal Commission has asked the developer for more information, and lawsuits are pending against the Navy and the city over their endorsement of the deal.

Some new stuff -


14th & K St


Design approval was granted for 14th & K St, a 7, 11, and 23-story (65’ – 236’) residential tower located on the block bounded by J St, K St, 13th, and 14th. When completed, the 222-unit building will have ten shopkeepers, 27 studios, 104 one- bedroom, and 81 two-bedroom condominiums; 318 spaces in a four-level underground garage.

The three buildings are positioned around a seismic fault; this open area creates an urban canyon to be enjoyed by residents and those passing by. Retail (8,000 square feet) will be situated at the building’s corners. The buildings design are rustic in feel, using brick and exposed aggregate concrete at their bases with light glass and metal finish in the towers to compliment the rehabilitation of the existing historical building. (East Village – Lower East Neighborhood)



RIVA TRIGOSO


Design approval was granted for Riva Trigoso, a 7-story (88’) mixed-use building with 40 condominium units, 9,900 square feet of commercial retail space, 11,500 square feet of commercial office space, and nearly 5,000 square feet of roof terraces and communal open spaces, located on the south side of Date between State and Columbia. The three-level below grade garage parks 94 cars.

Inspired by 1920s and 1930s Italian rationalist architecture, the project subtlety incorporates nautical elements of the tuna fishing industry. The clean lines and orthogonal volumes are highlighted by deep bays and large storefront windows framed with sea glass, mosaic tile panels, and light-colored porcelain tile. PARKSIDE

Parkside, a mixed-use affordable rental housing project located on the north side of Island Avenue between 13th and 14th streets. The developer, Parkside Terrace, L.P.’s project would contain 77 apartments, 76 of which are planned affordable units. Necessary actions include termination of Owner Participation Agreement with Oak Shelter Systems, LLC. The project would involve an agency loan not to exceed $13,791,000 from the Centre City Redevelopment Low-and Moderate-income Housing Fund.

Looking into the CCDC website there were a few projects that looked unfamiliar to me. Are these brand new proposals?

Citiplace (Essex Property Trust) – Centre City Development Permit for 140 units in a six-story building located on the north side of Ash Street between Front and First Avenue – Cortez.

Candlewood Suites (Jacquelyn Carroll) – Centre City Development Permit for a 126-room, seven-story hotel located on the south side of Ash Street between Tenth and Eleventh avenues – Cortez.

6th Avenue Office Condominiums (ENDEV) – Centre City Development Permit/Variance for 12 office condominiums (37,838 square feet of office space) and 2,162 square feet of commercial retail space in a 13-story building located at 453 and 459 Sixth Avenue – East Village.

15th & Market (CJUF II Lankford Market LLC) – Centre City Development Permit for a mixed-use project consisting of 274 residential units and 25,000 square feet of retail space in a 5/22 story (240 feet) building located along the west side of 15th Street between Market and G streets – East Village.

And there also was another permit for ANOTHER 7-11 convenience store! I think they're going a bit overboard with them 7-11s.

great pics! you should combine those shots with the construction pics you took earlier and give it its own thread in the city photo forum. Those pictures are worthy of it. You can call it Gaslamp District, San Diego or something.

Glad you and derek5 like the pics! I'm hoping to do a worthy photo thread when I go to a Padres day game in a couple of weekends. Those were just a practice run

The new Singapore-based owners of Pan Pacific Hotels and Resorts chain want to aggressively expand the global hotel brand throughout North America -- with more Canadian properties likely, the company's North American president said Tuesday.

Steve Halliday said the UOL Group Ltd, which acquired the chain from Tokyu Corp. of Japan last week, have a "passion and commitment" for the hotel business and see a great future for an expanded Pan Pacific brand. There are currently 20 Pan Pacific properties throughout Asia Pacific and North America.

Tokyu Corp. brought the Pan Pacific brand to Vancouver when it opened the Pan Pacific Hotel at Canada Place in 1986.

But Halliday said the company has recently concentrated its efforts on the Japanese market, opting to sell a San Francisco hotel last year and selling the Vancouver hotel in 2002, while retaining the hotel's management contract.

"UOL wants to grow in North America," he said. "The first new targets will be Los Angeles, San Francisco, Toronto and San Diego."

Pan Pacific currently operates just four North American hotels -- including two in Whistler, one in Vancouver, and one in Seattle that opened last year.

Halliday said future Pan Pacific hotels are likely to open in resort locations like Lake Tahoe, Mammoth Mountain, Vail and Vancouver Island.

"We only want world-class sites, and I feel the future of Pan Pacific in North America will be boutique properties -- with 150 to 200 rooms," he said. "Pan Pacific is still fresh and not a typical brand you see on every street corner in North America, so a lot of developers are looking our way."

Halliday stressed the new owners have no plans to change the current management and staff at existing Pan Pacific hotels.

The UOL Group owns several hotels in the Asia-Pacific region, including many under the Parkroyal brand. The company has business interests in Singapore, Malaysia, Australia, Vietnam and China, with more than 40 subsidiaries and associate companies.

UOL reported operating income of $130 million last year on revenues of $461 million.

I stayed at the Pan Pacific in Manila for a week back in 96. Great hotel! Very elegant and modern. And these hotels have a very Asian fusion feel to them.

So counting the 2 hotels @ the Lane Field site, 1 or 2 hotels @ Navy Broadway Complex that would be 5 more large hotels planned within downtown. Or are there more that I'm missing??

And don't forget Ivanka Trump's supposed condotel announcement. . .

Here's the first peek at Bosa's First and Island project. What do you think? It looks like Miami has finally come to San Diego.



First & J (Bosa Development) – Marina Development Permit for 172 residential units and 22,600 square feet of street-level retail in a 38-story (438 feet) building located on the full-block site bounded by J Street and First, Second, and Island avenues. The project will involve an Owner Participation Agreement and the vacation and conversion of J Street into a public park/plaza – Marina.
