They've built the city from nothing (desert) because they've been living in nothing (and of course they can't help it!!). Just because it has different landscape, city plan or architecture doesn't mean that it lacks spirit. It has its own way of spirit, though it's not like what you're familiar with.
Don't get me wrong, but I have to compare such a city to others in international standarts (but, e.g., every Brazilian city is a joke compared with Dubai). I love some of the new buildings but I also think a few buildings don't have the quality they could have when so much money is invested in the new disticts. Btw, the "Atlantis" on one of the Palm Islands is one of the greatest hotel resorts on the planet!!
What I don't like is that there are only very few normal buildings or city structures in new Dubai, every project is its own small (and sometimes megalomanic) world, but somehow the "connection" seems to miss..
Only in Old Dubai (Deira) you can find that (which is rel. small) but IMO Dubai just needs more time, less megalomania and a more pedestrian-friendly atmosphere in its new districts.
If the planned buildings will really be built and if a few scrapers get a better design (or do not stick out too much) the city has the potential to get on world top!

i would have to agree. this thread is about skylines. i know some cities have more vibrant cultures and diverse ways of living but when it comes to the skyline and the scale of things happening in this city right now, it deserves a high mark.

Actually Dubai is just the biggest construction site, as for the city with the most skyscrapers over 300m, right now Dubai HAVE "only" 4 buildings over 300m.

- Emirates Office Tower (354.6m)
- Rose Tower (333.2m)
- Burj al Arab (321m)
- Emirates Hotel Tower (305m)

With 2 more TO this year: The Address (306m) and Almas Tower (360m).

Sorry, construction sites are a minus in my book when I rate a city (I had construction sites around my building for 3 years, and it was teribile), even if they predict a good thing in THE FUTURE. But we are not rating future Dubai's skyline...
