A lot of people say they look silly if they're above 300-350m, but I think it all depends on the context. The building's design is an important factor. Burj Dubai, for example, is graceful and beautiful, but some others are clumsy and an eyesore. Height also depends on the skyline in which its built. Building even a 800 footer in the middle of, say San Jose, would look awkward, but building a 1500-1800 footer in the middle of Manhattan would not look bad at all.

Depends on the area if alot of normal, medium skycrapers are around a very large one dwarfs them and ruins the skyline, but when there is very little around it looks good, like in dubai...

I'd say around 200 - 300 meters, so that you can actually see the top from street level.
