I would say that the knowledge of French is nowhere near 70 percent, even though it's hard to make an estimate. People have only begun to become literate in the last 20-30 years. French is not an official language, but it's a language of business so if you want to come across as well-educated you better speak French. That said, only a minority of Moroccans are. So my estimate is below 50 percent.

Let me understand better the use of French and other languages in Morroco. Please answer as short as possible to following questions.
Thanks in advance. 1) In what language(s) are published the laws in the Official Monitor (whatever its name)? 2) In justice what language(s) are used for speaking in front of a judge and for writing the sentence? 3) A legal document (a contract, an act of sale etc.) in what language is written (by a notary)? 4) In TV, radio, newspapers what language(s) are used? 5) In cities what is the chance for a foreigner to make conversations in French? 6) In villages (country-side) French is used less than in cities? 7) How many hours per weeks is tought French in elementary schools? |

Yes, I said spanish for the news.
French as second language in the north. As in Casablanca, I think they can choose between english, spanish, italian and german as third language in the high school.
