What I'm wondering is where the tower crane is going to be positioned when the building stats to rise? Are they going to install the crane inside the core structure or on the outside?

You've hit on the biggest (IMO) means and methods nightmares of putting this thing up. Supporting the crane(s) and hoist on the outside of the tapering structure is huge $'s. Putting them inside ties up floor space and then a derrick is needed to remove the crane when it's done. My humble inclination is crane outside and hoist inside.
