You're right. Lots of tall buildings lately have spires. However, this building has no spire. The actual building is supposed to be the spire. 2000' to the roof.

I'm waiting for the 1st person that will argue that because spires shouldn't count in the height of a building this tower actually is 0 m/0 feet tall.

what will they do when excavators won't be able to dig because of water. or they will pump it out and to seal the hole

The problem will be that you can't dig deep enough, when they have built a ramp. Otherwise they will have a great slope due to the tiny hole?!?
