Also that diagram shows just how extensive the underground portion is, the hole being dug now is just a small part of it.

Yeah, that underground section is big compared to just the core we see being excavated now.

Anyone got a link to larger views of that underground plan?

Who knows the tops penthouse could take up the top 4 floors, you only need the elevator to go to the first floor then you could have stairs.

This is unlikly though because there needs to be room for all the mechanical stuff.
