Propane tank has been there from the earliest days of the project.

Here it can be seen ( Lower R) Aug 15 2008

Workers returning to site is certain but, I don't think it's this one meant for the fencing.

Yeah... Sometime a site being fenced up could mean something else than just to stop people from trespassing.

Did they take down the metal fencing when this project was announced it would be on hold? Were the fences there originally while this was still U/C? If that's the case, thats a good thing they're putting it back up!!

No, may has never been temporary metal fencing on the site before. While they were under construction they just had the the orange barrier fencing in place around these areas. It's actually still there but it's kind of deteriorated. Not quite sure why they didn't just repair or replace it since it would've been cheaper and wouldn't have incurred ongoing costs (the fencing they are now using is rented). Unfortunately I don't think it's a good sign because the orange fencing is very common on construction sites to delineate dangerous areas.

comtemplating your navel is complicating issue. Nobody realy knows why those workers are fencing the place yet.We are all just guessing. I was told long time ago that workers would soon return back to site. But, am not actually sure if it this one for the fencing.

yes of course, because that's how it works. Oversimplification is an understatement for your comment.
