Of course not, that's a private airstrip for Skydivers carrying small planes to take off and land.

It looks like a convenient little airport for people living in the area who want the fastest route to DXB. I imagine a small fleet of Beech 1900D's or Cessna Grand Caravans. Didn't realize Dubai had a third airport until seeing this picture.

Nah, just a small airstrip, no airport there, not that they will allow it anyway. However Dubai does have a military airbase with a full size runaway. The base is also used by foreign forces operating in the region.

Well I went for a site visit today, I saw many workers working. I was told completion would be around March - April 2016.

Well lots complain Dubai is not very walkable for them but I honestly got no problem with it and I always managed. Marina and Downtown Districts are the most friendly in this sense. Now talking about accessing Metro from Tallest block, Walking is an option but I prefer taking the tram to like the second next station where it has an extension that connects it to Metro which is by far easier than walking all the way and ticket can be used for both so I don't see any negativity to it!
