How often does it usually rain there? The roads are wet.

This is one of those rare threads you can follow for years without having any idea what building it is devoted to. All the updates feature so many buildings under construction that it's hard to tell which one is supposed to be in focus.

In other words, Dubai is kind of amazing.

Also, hypothetically speaking, if I were to travel to this cluster from, say, the Bur Dubai area in, say, a week, what would be the most convenient way to get there?

Well, I'm no expert in the geographical layout of Dubai, but I would probably guess that the fastest way from downtown to TB would be just along SZR.

Weird wording makes it sound like travelling from Bur Dubai to the Marina takes a week.

According to Wikipedia, 94.3mm (3.711 in) a year, probably the average

The 426-metre tall tower will be the second tallest tower in Dubai after Burj Khalifa.

Depending where in Bur Dubai, it can be combined with the Green Line as well.

That's actually quite good for a desert climate, I have been to places that did not rain for a month at least but they weren't desert.

Or maybe it's just because it's near the sea

You two are misreading each-other. That 20 is the number of rainy days in a year (though it can be exaggerated) not the frequency (between rainfall)
