A compromise would be the variant to H4. (although that's the worst option)

I read on the wikipedia page of A12 and A13 that the construction was cancelled in June 2012.

Which parts of the construction were already done since 2009 (Here you can see a aerial view of the A13)?

Is there any chance to start the construction of A12 or A13 again in the next couple of years? Has anything happened in the last months?

today i spoke with a person that knows probable future of construction at this area.
so, first - built parts are visible and accurate at Google Earth / Maps.
u/c: A13 - this part that you have noticed on the given link, up to village Zvonik (just little bit right of that part visibly u/c). A13 will be built up to Bjelovar, it could be done in next 2 years. further extension to Virovitica is on hold.
A12 is u/c from current end to Križevci. further extension to Koprivnica remains on hold.

Unfortunately it is not because the part westwards of city of Krapina is made as a semi-motorway (lane direction Macelj), including three viaducts and two tunnels. What is ironic is the fact that the longer tunnel (Sv. Tri Kralja, about 1800 m) has been made with smaller evacuation tube, which will have to be torn down and redrilled to make place for the future tube (direction Zagreb).
Obviously STRABAG had engineers with much better knowledge and experience than Croatian state' revidents.

Half-profile is not a problem though, even during high tourist season 1x2 parts are alright to drive. The problem is the border crossing, which clogs up completely during summer weekends. Two more years and hopefully the problem disappears once Croatia joins Schengen Area...

it's been stopped for a short period, and again reopened.

i don't know. the terrain works are in final phase, in last autumn i even saw the trucks with fresh asphalt there. so maybe some sections are already asphalted. wait till spring, that construction site is one of my favourite routes for biking, so I will make some report here you have my report from the last spring. since then quite some things were made. i think that section could be opened this year, but maybe they could slow down the works to open the whole section to Bjelovar at once. i don't know.

about naming - they have made complete mess. so, the built road used to be D28. they have plan to rename it into D26 between A4 and exit Dubrava, and at Dubrava would initiate A12. i sincerely hope they wil call the whole existing expressway as A12 because this what they intend to do is too dumb.

Already Croatia's entrance into EU will make traffic jams on the border much shorter especially for trucks.However I never understood, why are border crossings built with many lines but they almost always work just one or two, in rare cases even three.

We also hope that the clogs will dissapear sometime in summer 2015, after Croatia will enter Schengen.

I think 2015 is optimistic (I hope I am wrong). Countries that joined EU in 2004 got into Schengen in 2007, Bulgaria and Romania joined in 2007 and still no Schengen...

what a pity for the fancy border checkpoint on M7 which was inaugurated for traffic in late 2008. at least there will some good shelter for the homeless, like it happened with the checkpoints on M15 (rajka)

it's not fancy. it has been made quite lousy so it could be easily dismantled.
