If it is not international what is it? Maybe internal BC?

There are also "local" border crossings open only for near border locals with special type of pass. Such crossings exist between Slo & Cro as well, for example...

local border crossing is allowed to be used only by local residents with authorizations for using it.

New road on the island of Hvar

Good news from Hvar:
The work on the new, 4890 meters long, road Jelsa - Poljica are over. This is completely new route, so the state road D116 Sućuraj - Hvar will no longer lead directly alongside sea line and beaches in Zenčišće and Grebišće bay (by Jelsa). Work on the reconstruction of the second section of the road Jelsa - Poljica, 8480 meters in length, were finished in the beginning of July of 2013. This section of the road followed the old route; the road was expanded to normal cross section 6,4 meters in width, with complete drainage and all the fallowing elements a modern road must have.

Section Jelsa – Poljica was the most critical part of the island main road. The road Jelsa – Hvar was constructed earlier, so with the opening of these 4890 meters, the complete the road from Poljica to Hvar 40 km, in length, will be of satisfactory quality.

Been there, drove on that road three years ago! What a great day it was, from Hvar all the way till Sucuraj, passing also through Pitve Tunnel. I would go any time back there, I think it was, for me, the best experience in Croatia!

As you can see, Google updated the satellite pictures at A3/A5 intersection with an exit at Zoljani and a "Cestarina" as far as I can see. Unfortunately the A5 ends just a few meters from Sava river and at Bosnian side you're able to see some grass.

On Bosnian side, A5 near river Sava are under construction right now. About 10 km, more or less.

It's announced to be opened on 1st April 2015. Or is it a deadline and it might open earlier?

Did Croatia rise the motorway speed limit to 140 km/h (and when?), or is Wikipedia wrong?

I know that speed limit on motorways is 130km/h,but you can add 10 % percents to that speed. So that means and you can legally drive 143 km/h and you won't get the ticket.

Maybe you won't get a ticket, but it is still not legal to drive over 130 km/h. First learns some basic traffic rules.

Maximum speed limit in Croatia is still 130 km/h. Wikipedia is wrong.

It is 130 on the paper. But in many cases the speed limit is set lower:
- A1: some sections around Otočac and south from Split have 120 km/h, Sv.Rok-Maslenica is 80-100 (OK, that's justified)
- A2 from the border to Krapina is set to 100-110
- A4: Varaždin-Breznički Hum has 100-110 (justified), but also on section Popovec-Ivanja Reka the limit is stupidly set to 100 (because of traffic congestion maybe)
- A6: the whole length has 100-110 (not really necessary)
- A8: 110
- A9: 110

So, even though the limit on motorways is 130 km/h, there is lot of motorways and/or motorway sections with lower speed limits

Dynamical signalisation is too restrictive. Even with only slight rain, speed limit is often set to 80 km/h and in tunnels to 60 km/h. I've seen that many times.
