€ 13.30 is probably not so bad when you compare it to the ferry, before the bridge was built?

And 20 toll stations for 760 km (7 hours) of motorway between north and south is also too much. That means extra 20 potential congestions and delays. Tolling should be simplified.

There is a governmental intention to open the process for an electronic toll system in February, with the expected installation date to be early in 2019.

It appears, there is a ferry service operating in parallel:
https://www.patrasinfo.com/en/rio-antirrio-by-ship/
The price for a car is 6 €. Crossing time ~15min. It is reported that a number of trucks rather use the ferry since it is cheaper and the crossing time is accounted for as resting period. A similar case as with crossing the øresund, it seems.

That is a cheap ferry. The Helsingør - Helsingborg ferry between Denmark and Sweden sails less than 5 kilometers but the cheapest regular ticket is € 47.

Compare it with prices of Frejus, Mont Blanc and Gran San Bernardo tunnels or Storebelt and Oresund bridges.

Open-tolling with phisycal toll barriers is the worst possible tolling system. It was considered acceptable in the 1960s, but now?

A tunnel is a short cut for a mountain pass und easily slashes off significant portion of the travel time, so you cannot compare it really, can you?

When comparing the prices for the bridge crossings, the length of the bridges including ramps should be taken into account, shouldn't it?

Rio Antirio: 13,3 € - 2,9 km (including ramps) --> 4,6 €/km
øresund: 50 € - 7,8 km (bridge only; 23 km entire crossing, including an artificial island and a subsea tunnel) --> 6,4 €/km (bridge) / 2,17 €/km (crossing)
Størebelt: 32 € - 13,5 km (bridges only; 18 km entire crossing) --> 2,37 €/km (bridge) / 1,78 €/km (crossing)

Once again take into account differences in the GDP per capita in Denmark and in Greece giving an indication of spending power, it is difficult to see how you arrive at another conclusion that the toll for the Rio Antirio bridge is expensive.

Sorry for the OT, but according to this article on the website of polish public broadcast TVP, Poland opened almost 400 kms of motorway in 2017.

It was included by the "memoranda" between Greece and EU/ESM/IMF as a means of collecting money for the banks that had provided the loans to the constructors and also ensure that work would continue to the end. They had also included the provision to avoid any proportional fees in accordance to the distance covered.

As I have said before, there is a governmental intention to open the process for an electronic and proportional toll system in February, with the expected installation date to be early in 2019. They also think that this will be acceptable by the above-mentioned institutions.

As E65 is not directly connected to any other motorway, finding it can be tricky. The following 2 videos may provide some help:
