this is the new official painting design in the EU. All member states have to introduce this system in all new police vehicles. Even the good old green "forest man" german police cars will soon disapear and will be replaced by the silver-blue ones.

Member states don't have to do anything. Blue-on-silver scheme is voluntary.

It actually means "under construction"

In progress is a bit wider term, might include projects preparation or all the infamous legal struggle.

Yes, our statistics show it well, but it's possible to build motorways faster. The biggest handicap is bureaucracy.

I just wish, more of those would be motorways

How much there is possiblity of toll expressways ? It will be ekhm... harsh ? because in many cases there won't be alternative route
