Not a chance. Next year maybe. I mean if they solve problem with one of the bridges under construction.
Apparently they stopped work on it due to some design issues. It is unofficial info from thread about A1.

It's official!

Offers in the tender for the design and construction of Highway A2 Stryków - Konotopa open

General Directorate for National Roads and Motorways opened the offers in the tender for the design and construction of the 91-km long section of the A2 motorway Stryków to Konotopa. In total, there have been submitted 37 bids for five proceedings. The choice of contractors is scheduled to end in September.

The proposed section of highway has been divided into five sections (from A to E, with A is closest to Lodz and E - near Warsaw). For each section, the proceedings shall be conducted separately. On section A nine bids have been submitted, six for B, nine to C, six on D, seven on E.

The overall investment cost of the Stryków-Konotopa was estimated by GDDKiA at 5.7 billion zlotys. Taking a total of cheapest offers on the individual segments, the projected cost of the investment is 3 billion. Savings can therefore amount to 2.7 billion zloty.

- The cheapest bid for the implementation of section A was submitted by a consortium of companies with a leader of the China Overseas Engineering Group Co.. Ltd at the forefront - at 754.5 million, while the estimate was at 1.7 billion zloty.

- The cheapest bid on section B was submitted by a consortium of companies led by SRB Civil Engineering Ltd (Ireland) - 706.5 million, while the estimate was at 1.04 billion.

- In the case of section C - China Overseas Engineering Group Co.. Ltd. has proved to be the best, with offer at 534 million, while the estimate was at 1.1 billion.

- In section D the best bid was submitted by a consortium under the direction of the company Strabag Sp. z o.o. The tender closed at the amount of 643.8 million zloty, while the estimate was at 1 billion,

- The most favorable offer for the design and construction of a section E has been made again by a consortium with SRB Civil Engineering Ltd (Ireland), at the head - at 330.6 million, while the estimate was at 669 million.

All contractors who submitted tenders successfully completed earlier stage for the formal verification of the fulfillment of the conditions for participation in the proceedings and the capacity for the proper performance of the contract. GDDKiA examined economic and financial situation of contractors to ensure the performance of the contract, as well as evaluated the necessary knowledge and experience of companies and qualified people to perform key functions in implementing the design and the construction of the highway.

Conditions for participation in the proceedings, which GDDKiA identified in the notices of a contract, shall ensure that contractors taking part in the second stage of the tender shall have experience in the construction or reconstruction of roads of class A or S or GP (motorways, expressways, main roads or accelerated motion) and the construction or reconstruction of bridge facilities, as well as have the people for the post of Director of Contract and road and bridge designers.

The process of design and construction of the section of the A2 Stryków-Konotopa is to start in 2009. The motorway will be put into service by the end of May 2012.

Interesting.

Maybe it has to do with the economical crisis. Consortiums and companies are now prepared to significantly discount construction costs, in order to win the bid, so they can at least stay running during the recession.

As many know, especially the construction sector has been hit hard by the recession.

At last Kraków, Katowice and Wrocław have a complete motorway connection with central Europe . It's now possible to drive from Dresden or Berlin to Kraków, Katowice and Wroclaw solely by motorway
Traffic on the E36 will certainly be much lower now as hopefully all traffic coming from Dresden or Berlin will use the A4 instead of the single-lane E36 between Olszyna and Golnice The villages on or near the E40 must be celebrating as they won't suffer from heavy HGV and car traffic thundering through them. Drivers have no excuse not to use the newly opened Zgorzelec-Krzyżowa section (51km) as it is toll free like the rest of the A4 (with the exception of the part between Katowice and Kraków that is)
Until the A2 between Nowy Tomyśl and Świecko is finished at least
Poland has two complete motorway connections with Germany and beyond
(A4 & A6) and you can drive from Kraków, Katowice, Wrocław and Szczecin
(via A6) on only motorway Polish roads have improved a lot since the end of Communism

A word about "why A2 is built at half price"?

Prior to the crisis, the prices at the construction market in Poland were sky high. Private companies were building new offices, residences and shopping malls. The public sector also started to invest, using EU money. The GDDKiA estimates are based on those prices - they are about a year behind the market.
When the crisis came - many private investors stopped their constructions. Basically, only the public sector is still investing. The prices are back to normal.

The other thing is that GDDKiA (road authority) claims that they've lowered the conditions to be met by contractors - and thus more companies take part in the tenders. Well, there is some truth to it, but not that much.


But this tender? Ugh, the Chinese are unbeatable. Their offers are at 45-50% of the estimate! They've only placed bids for section A and C, won both of them. We'll have to wait and see if they are able to build these at a given price...

Strange thing that Indian companies weren't so cheap. Their offer for one of the sections was even the highest!

The Irish, who took another two sections - must be really desperate. Where will they find cheap workers? Will they hire Chinese too?

International competition, right on!
