The saving was 434 million PLN = € 106 million.

(908 million PLN offer vs 1342 million budget PLN)

What is going on with the Via Baltica? Is the construction already started or are there still problems with making the route so it doesnt harm the Rospuda?

On 11th February was announced next tender (first: section Ostrów Mazowiecka - Szczuczyn was announced in December, 21st) for environmental documents (section Szczuczyn - Augustów beltway). Rospuda river isn't any problem at the moment. But it's still one great unknown if S61 (actual number of Via Baltica in Poland) will be financed from actual EU budget.

Another section of S7 was approved today between Gdansk and Elblag, of about 40 km. This gotta mean almost all of S7 between Gdansk and Warszawa has been secured by now, right?

This is the background image on the GDDKiA site:

Is this really in Poland? Because it somehow looks Belgian to me. The tall lampposts, the blue one-way sign, the scenery...

These are common views of two-lane roads in Poland. Propably they're just not that different from western ones. One way signs are blue here as well. Most of Poland is also flat and very green so such view is nothing unusual

Not the whole S7 Gdansk-Warszawa has been secured (section Elbląg-voivodship border [towards Gdansk] hasn't been secured yet - DSU is only for section in Pomorskie voivodship).

Well, okay... If someone said this would be the E25 on the Ardennes plateau I would've believed it as well. The only thing not Belgian is the crash barrier.

We did some research on the Dutch wegenforum and we are almost sure it's A27/E42 at exit St. Vith-Nord (exit 14), looking south-southeast.

They present current state of Regional Road 701 near Pruszków. Area of future A2 intersection, westwards from Warsaw.

The resemblance to St. Vith-Nord is striking, I'll give you that.

There is no excuse for this because it's not as if the GDDKiA does not have much to choose from.
Maybe the guy writing the webpage could not be bothered to get off his a**e and get a picture of something a bit more local.

EDIT: OMG it is Belgium! I guess the GDDKiA is running a covert 'Guess the highway' competition.

GDDKiA has nothing to do with that. It's MZDW (Mazovian Road Authority) job.
