This is more about overtaking than parking. Solid markings are to prevent you from moving to the right wile being overtaking.

Speaking about parking, in Poland people are so afraid of roadside parking that they won't do it no matter how wide given stret is - at least half of the car has to be on the pavement

This is more informal reason but the official rule is all about parking.

In my opinion parking on a pavement should be generally prohibited and parking on a roadway too unless a vehicle can be parked at some distance from edge, let's say 2 meters.

This is not on the topic, so to cut the OT story short: We must have different views on what's ok then. Okęcie is not connected to highway or train (I will spare Warsaw the stories of what happens on the bus 175), the only alternative is to take a taxi. This is not how I would imagine an airport in a commercial city.

But please, if we want to continue this discussion, we'd need to move to another topic.

The rules are as follows:

or
Passing in any direction is forbidden.
Just a reminder: this sign does not forbid overtaking. If there is enough room, feel free to overtake. Just don't cross the line.

Expressways in Poland are not built as an alternative to motorway network. There is (or will be) only one high standard road in each corridor, sometimes it is an expressway, sometimes a motorway. Free roads serving as alternative routes to motorways look like this (DK92, free alternative to A2):

Do you really think it's not a public policy priority to get interregional or international traffic off roads like that and onto motorways?
Yes, it sucks that there aren't many good alternatives to u/c or planned motorways in Poland at this point. But what about building/converting existing 1+1 roads to 2+1 roads as alternatives to motorways? They are not too expensive and generally are quite safe and good to drive on. E.g. I don't think it would cost too much to convert that road in your picture into a 2+1 road.

Sigh... Why do people continue to post images from free photobucket accounts? They're invisible within a few days because bandwidth is exceeded. Why not use imageshack?

It's impossible, because in most cases main roads (Droga Krajowa) leads through villages and towns. So they practically must be build as a new track, so it's easier to spend little more money, and gets a motorway instead.

In the USA, that outer line confers no meaning except to mark the edge of the road. It is not unusual at all for private driveway accesses to be along such lines.

In many countries, motorways have names like Linksrheinische Autobahn, L'Aquitaine, Autovía de Ruta de la Plata, Sunshine Motorway, Nimitz Freeway, Autostrada Soarelui, etc.

Do you think Polish A and S-roads should have cool nicknames too? And which?

Northern part of A1 already has a nickname - Amber One (in English for some reason). A2 used to be called "Olimpijka", because it was supposed to connect Berlin with Moscow for the 1980 Summer Olympics (see how that went, we're going to be some 40 years late). Also, parts of DK8 and DK1 (future S8 and A1) form a passage people call "Gierkówka".
I don't think we should artificially invent some cool nicknames for roads just for the heck of it. When it comes spontaneously from the society, it's alright though.

my proposals.

the nicknames:

A1 - "will we ever finish it ?"
A2 - "almost 20 years and counting ...."
A4 - "God brought us Euro 2012"
A8 -"gone before constructed"

no wait, maybe I am not positive-thinking citizen.

Yes, it is good idea but I do not think Polish authorities would understand the idea. Giving a name to anything in Poland is a very serious issue so instead of Sunshine Motorway we would probably end up with names of historical persons or saints...
