Further delays to the expressway construction program in PL, starting from 2014 the average pace of construction will slow to 100 km per annum.

It's still a quite good number, if you can really hold this over the decades. You can't really have 800km of new high class roads every year like you'll have next year.

What does the white expressways mean? To be constructed after 2041?

Will the DSU for roads like S3, S5, S6 stay valid untill construction or are new ones necessary?

Roads are probably the most important thing for the countrys economy, perfect example - Germany!

The newspaper article is based on a Discussion Paper, and not on a official strategy. But is sheds some light on the Polish government's attitude to construction of free to user express ways.

I would say the infrastructure Poland needs are roads, nuclear power plants, urban metros, and high-speed intercity rail, in that order of priority.

I would be careful with that nuclear power and would add to the list couple of airports instead, ex. Bialystok or Radom/Kielce

There is certainly room for improvement with airport infrastructure, both runways and terminals. I don't see airport improvements as being as urgently needed as road or rail improvements.

Of course, one should always be careful with nuclear power. However, more people are killed every month by pollution from coal-fired electrical power plants than all the people ever killed by all nuclear power accidents combined.

Again, I think roads should be the number one priority for Poland.

We are talking about Poland, right? Any plan that is for 5 or more years into the future is a science fiction material.

5 years? Any planning more than 1 or 2 years ahead is rubbish.

Nice, but it needs more users in PL to work good enough. Right now, our own Automapa (targeo.pl) does much better job
Compare those two screens:

(taken just a moment ago)

With TomTom you could believe that it's peaceful on the streets of Wrocław. Meanwhile in reality...

Are there any tunnel under mountains or hills in Poland, either for road or railways?
