It seems absurd, that's right. Maybe the rural road crosses some Special Protection Area for birds or something like this... but it is ridiculous for the amount of traffic this kind of rural roads supports.

Well, the nearest Bison in the wild must be something like 500km away.

It is approach road to a new bridge over the Odra river near Brzeg Dolny, downstream from Wroclaw. It is on one of the provincial roads, not even a national one.
This is a clear madness. However sensitive wildlife lives around, the plain unsightliness of structures like that can't be environmentally friendly at all.

It seems like no one in Poland cares about look of the environment (landscape is part of it). It is all just about dry regulations (about little bugs, frogs etc).

I don't believe someone would agree to anything like that in the UK or the Netherlands.

In Spain also we like environment. In 1992 A-4 motorway near Aranjuez (Madrid) a colony of butterflies caused the change in the design of the motorway. This stretch had a lot of curves. And ministry said that the curves were for not to boring drivers. (yes, this is the quality of our politicians)

Works on the DK8 Wisła River Bridge in Warsaw have begun. Capacity will be reduced by 50%, down from 8 to 4 lanes during road works. Expect major delays through this area. They are replacing the Wisła River Bridge in the next few years.

Yes, they will add more lanes, but the entire superstructure will be replaced if I'm correct.

Superstructure itself is in reasonably good condition, so hopefully not. AFAIK the contract actually says that they'd have to replace the whole superstructure if its condition turned out to be unsatisfactory after removing the deck etc., but that's very unlikely. Most likely they'll just give it an overhaul and extend it (see schema pasted by Kemo).

The bridge will be widened to 2x(2+3), which should be sufficient as long as there are no bottlenecks on either side of the bridge. And there shouldn't be any.

Many two-lane drogi ekspresowe have 2x2 lanes at interchanges for a short distance.
