Much better solution than a fixed speed limit.
I have also seen these signs on Italian and Slovenian motorways.

Poland only needs to introduce general permission to turn right on red light.I remember asking a relative of mine if it was allowed, as I drove with her in my rental car, she looked at me like I was from space

No thank you. Drivers here disrespect enough rules as it is, having a general rule for right turn on red would just cause even more carnage.

The requirement to stop on red before turning (when allowed with the arrow) is disrespected by virtually everyone as it is, so a general right turn on red - nie!

It is only condition of national roads, expressways and highways - about 5% of all public roads in Poland...

Dont forget that the atatistic is biased by the massive construction. It doesnt give the picture just about the old roads.

The improvement results from both new highways/expressways and renovations old roads, however in this year are gonna be significantly more constructions than renovatios old ones.

I got confused by that green arrow, I thought it was a protected right turn, so could go without stopping, yielding or looking as it means in America, then I was so surprised to see traffic coming in my direction I don't even understand what that light means if not a protected right... when does it go on, why would it ever turn off?

The requirement to stop on red before turning (as the general right on red) is disrespected by virtually everyone where it is allowed also (eg USA, Canada), but there is no safety problem. I think requirement for STOP is excessive, simple "yield to other traffic and pedestrians" would make compliance with the requirement nearly universal and make driving easier.

So, lesson to you: FAMILIARIZE YOURSELF WITH TRAFFIC LAWS OF FOREIGN COUNTRY YOU'RE DRIVING IN, for spaghetti monster's sake.

Green arrow on red light on: stop, yield to all traffic, go.
No green arrow: no crossing of red light.
Duh.

Tell that to my family members and friends who got ran over on zebra crossing when thay had right of passage, because for bonehead drivers "may go" equals "must go with pedal to the metal".

Now, waving away green arrow and replacing it with "yield on red than turn right" rule might cause them to be more cautious, but I will not be betting on it.

In addition, if you're driving a long trip, it is very likely most of the distance is on a droga krajowa, so it makes sense to renovate these first. Probably 80% of the entire road network serves like 5% of all traffic (mostly local roads and residential streets).

I do think though, there should be some care given to the secondary road network.

Especially that some "drogi wojewodzkie" (secondary roads managed by each voivodeship) carry quite hight AADT.
For example DW933 in Silesia but also many similar roads in other more urbanised regions.

A6 is now effectively extended by 3-4 km with the opening of the new interchange Szczecin-Dąbie today. A6 used to end at the DK10 interchange.

Has this extension now been signed as A6 then?

Yes, it's signed as A6.

end of motorway status immediately north of the new interchange.

By comparison, motorway status ended at the DK10 interchange before:
