These bids seem to be much lower than anticipated. Although it seems interesting to spend the saved money on other additional motorway projects, I think it would be smarter to reserve at least a portion of the saved money as a risk reservation, in case S2 would run into cost overruns. That way it won't affect funding for other projects.

Reserving money would mean, axiomatically, that this amount of money could not be committed to other projects until completion of this section of the S2.

Yes, naturally. But they didn't plan on spending it on other projects anyway. But the S2 project is far more complex than the average motorway project in Poland, and a cost escalation could occur easier than some other rural droga ekspresowa. I'm sure they already anticipated some risk reserve.

Undoubtedly, it is far more complex, but so far there wasn’t a single offer near the GDDKiA’s budget and that makes you wonder if the investor got it wrong or the companies presented abnormally low prices.

S7 from voivodeships’ border to Kraków is in a primary list but it will be financed from savings. And of course there is a large reserve list.

By the way, the environmental decision for that section of S7 was issued last Thursday but there might be some protests (possible NIMBY alert). The expressway will feature 2 lanes per direction with space reserved for a third lane (2x3 and 100 km/h limit in Kraków). The map provided by kasiyoni:

Also I wouldn't consider this section of S7 some rural road, it's the main route between the two largest cities in the country. I travel this route once a month and it irritates the hell out of me that it takes roughly 5 hours to do so. Once this section gets built plus the bypass of Radom the situation will be dramatically improved.

5 hours is what it takes me to go from Vilnius to Warsaw (450km) when nobody's on the road!
But it's true that over these 300km between Warsaw and Cracow, you have 3 points of potential big waste of time: the Janki/Raszyn section (bypass under construction), Radom (ongoing tender for the bypass) and the last 30km before Kraków.

Apparently there's been a change in the law and speeding within towns will be punished more severely. Does anyone have any more information?

Are there any plans to remove the old checkpoints at the Polish / German border? They do obstruct the flow of traffic and create a break of motorway between Slubice interchange and the German side

There are distant plans (in 2011, GDDKiA mentioned it’ll be done after 2012). The environmental decision was issued last August but I wouldn’t expect any works anytime soon due to lack of funding and low priority.

Contracts for construction of two adjacent sections of S3 motorway were signed with Strabag.

Nidzica-North - Nidzica-South (9,1 km)
Nidzica-South - Napierki (13,6 km)

Completion date - spring 2017

Possibly not, as they're used for parking - the German-Polish joint command centre is there, and there's no real obstruction to traffic. Half of them (the truck ones) were already removed to create the free-flowing road, anyway.
