Don't you guys notice any pattern? It's all abour politics, even though I don't wanna talk about it. When are the presidental and parlamental elections? Somewhere in 2019. The new government has nothing to do with the recently signed contracts. They would have been signed no matter who won the elections.

most funds come from EU. we are rather (if we are) dependant on Brussels expense plan

There is an agreed drawdown schedule with Brussels like €600m in 2018 or €700m in 2019 so qualifying roads need to be finished in those years. All programmed in 2014.

Poland can change priorities for roads finishing up 2019 onwards and still not tendered ( by varying the agreement with Brussels) but the plan from now to end 2018 is set in stone and contractors are appointed etc.

By end 2017 the entire programme out to end 2020 will be set in stone and tenders issued for most projects.

After 2020 I Don't know what Brussels will finance and what % of but I'd say nothing within 50km of Warsaw will be as the region will be too affluent on the GDP measure by then unless it is a Via Baltica project of some sort.

Roads on these corridors in the PDF will still qualify for EU funds from 2021 onwards. Maybe not as high a % but the plan is to finish those corridors by 2030 so money will be available.

Other roads....meh. Some will qualify in regions that are still relatively poor (by EU standards) in 2019 perhaps even if not on the corridors shown below. But I think the period to 2020 is key to building the network on the whole.

Meanwhile Total EU Cohesion Fund allocations 2014-2020 are shown here. That is a vote of confidence in Poland if ever I saw one but it is not a perpetual committment.

Poland is only a medium net recipient of EU funds, if calculated per capita. People tend to overlook the fact that Poland is actually a big country with a substantially larger population than the other eastern EU countries. Romania is the second-largest eastern EU country and has only half the population, while most other eastern EU countries have under 10 million inhabitants.

That said, the per capita funding for Poland is about twice that of Romania.

Nothing? In 2006 PiS blocked all EU funds due to ridiculous environment law and Rospuda threat with Augustów bypass construction.
They canceled signed agreement for A1 construction between Torun and Nowe Marzy. Of course, they lost in court and contractor was reestablished for construction. But... the road was finally 1 billion PLN more expensive.

All what is now signed or in teneder is work of previous government. Even S61, A1 or A18 which are ready for teneder, all worst part of paper and environment work is done.

Without touching anything polish S and A road map should be like this (forgot paint S7 Lubień-Rabka it should be complete too) in December 2019:
