Total number of cars on the road in Poland:
1989 - 3 270 000
2015 - 19 800 000
This is important information for the table.

A tender was launched for design and construction of S61 motorway (Via Baltica), section Szczuczyn - Ełk - Raczki (60 km), and Suwałki-North - Budzisko (PL/LT border) (24 km).

_______

Another tender was launched for construction of a tunnel connecting the islands Uznam and Wolin (DK93). This tunnel will connect the city Świnoujście to the mainland (now it is only accessible by ferries).

Plus a tender for a second carriageway of Szczuczyn bypass (6,6 km). A huge day for S61 .

Constructing the northern parts of the S61 before a bypass of Łomża will result in the already bad traffic through Łomża becoming dreadful.

Maybe the tender procedures for the southern sections will be started soon?
Will the southern sections also be D&B contracts or buidling contracts only?

Yes, they should all be started this year. They needed to start the procedure for northern sections earlier to meet the deadline for CEF-funded projects.

Why are only the northern sections CEF funded? What's the estimated completion deadline of the last section so that the entire S61 will have expressway standard, 2021?

Once S61 will be completed, it will be possible to drive on (minimum) 2x2 roads from Lithuania to Germany.

5 years to be completed make sens: 2 (or 1,5) years for tender, 1 (or 1,5) year for design with ZnRID (building permission) and 2 years for construction

From the LT/PL border to Germany, yes. However, from any Lithuanian city to Germany, we'll probably have to wait longer. I very much doubt that the A5 will be fully upgraded to 2x2 from Kaunas all the way to the LT/PL border by the time the S61 will be completed.

I took that ferry south of Swinoujscie last June. It was a huge delay (>30 minutes). Will the tunnel be located close to the ferry or closer to the city?

This is a question to European Commission (or whoever makes decisions about the CEF program). Probably they decided that the section Szczuczyn - Ostrów Mazowiecka is too far from the border to count as an international connection.

Near the city centre and the ferry terminal where DK3 ends.

The tunnel will obviously be tolled. Will the DK93 ferry stay in operation? The ferry is free of charge... Is there any info about the expected construction period?

A meeting organized by GDDKiA, accompanied by the constructors of Łódź Eastern Bypass (A1), took place yesterday on-site. The officials tried to grin and bear it as uncomfortable questions were asked. From what users could gather, this is what we know and can speculate (especially here, since talks about the opening date are forbidden in the Polish section :-)):
  • the section being built by Strabag (the northernmost one) is the least advanced but an official declared that it is possible to meet the deadline (end of works in mid-July so that traffic could be let in 03.08.2016) unless different circumstances prevent it (whether, material suppliers, paperwork).
  • sections being built by Mota-Engil (the middle one) and Budimex (the southernmost one) are ahead of schedule and will likely be completed earlier - end of May seems plausible (end of construction, not an opening).
  • the official from Strabag hinted that through proper financial motivation it might be possible to rush things a little bit, but “every day of increased work carries increased costs”. This is not surprising if you take a look at it from a business perspective, but it is surprising if you consider it’s coming from the same entity that brought us S8 Opacz – Paszków in a record time, way ahead of schedule.
  • pressure to open the whole motorway as soon as possible comes from the upcoming summer season and World Youth Day being held in Kraków in late July. Sadly, those who were present on the scene think it’s unrealistic to expect that.
  • also, the Strabag section will require a lot of work in order to be completed on time (03.08.2016), but we have witnessed some strong finishes in the past - S69 Bielsko-Biała – Żywiec comes to mind (despite of a 3-week delay) where pictures taken just 3-4 months before the completion date would suggest they’re never going to finish it in summer (at least that’s how I saw it).
  • it can’t be ruled out that Budimex will come to the rescue (whom Strabag is in consortium with).
  • a scenario in which Mota and Budimex sections are opened without the Strabag part is just something no one sane would consider.

And for the dessert: pictures covering the whole Strabag section, heading south, provided by indefatigable karol.ldz.

I can see why opening only the southern part of the northbound carriageway wouldn't make sense, but why would it not be possible to open only the southern part of the southbound carriageway (south from DW713)?
