Judging by the last photo, it looks wasteful in this particular case. The road (gravel and rubber afterwards) has already lost it's shape and looks bumpy, this would require 2x for the repairs.

A design & build tender was launched for the southernmost 30 km section of S3 E65 motorway, from Bolków to PL/CZ border (direction Hradec Kralove).
I'm actually surprised that this tender was started now, considering that the continuation in Czechia falls behind in terms of documentation...

Yes, potholes will keep forming further, much faster than they would under asphalt pavement.

compared to gravel though... you probably have same frost-heaving, but you lose the issue of "vacuum deposition" with the gravel being carried away by traffic... and anyway, you can just lift up the belt

Construction permit was issued for a section of Bydgoszcz bypass on S5 motorway (Poznań- Gdańsk)

One of the busiest highways in Poland. The section signed DK1 has about 40k AADT, and the section signed S86 has about 115k AADT.
A parallel motorway (S1) is planned between Bielsko-Biała and Mysłowice, but nobody really knows when it will be built.
