Today, second carriageway of S3 motorway was opened on sections Sulechów - bridge on Odra river (3.0 km) and bridge on Odra river - Zielona Góra North (9.3 km). The bridge itself (1.0 km) is still in half-profile and has a completion date in 2019.

Questions on the S19.

1. The S19 was envisaged mainly as a low volume S road project with a lot of 2+1 sections prior to 2016. Am I correct. ?

2. Since the new government came in they have changed this spec to 2+2 all the way through. (I know some bits near towns might have been 2+2 anyway). Am I correct. ?

3. As the traffic forecasts will not justify 2+2 they intend to finance all of the S19 from Bialystok to the Slovak border entirely from state funds and not from EU Cohesion funds. Am I correct. ?

4. The government says that this new S19 will all be complete by 2024. Am I correct?

I wonder what their criteria are concerning the need for 2x2 lanes. In countries as diverse as Spain or Norway, a threshold of 10,000 - 12,000 within 20 years is usually applied. I think such a volume could happen on almost any major DK-route in Poland (of course there is always the oddball outlier...)

Traffic volumes are also not the only criteria for motorway construction. Traffic safety and travel times are also important ones. It is well-known that long-distance two-lane roads are the most dangerous road type there is. People are more likely to make risky passing manoeuvres if they have to travel longer distances on two-lane roads. Nobody likes being stuck behind a slow truck, especially not for 50 km, 100 km, or even longer distances. Reduced travel times between major economic centers is also a reason why motorways are built when traffic volumes are low.

The road was planned as 2x2 all the time. But when first sections were designed about 10 years ago, they were "optimised" to 1x2 or 2+1 due to lack of funding. But they of course have space reservation for 2nd carriageway.

Tender for S19 Lublin - Rzeszów was started by the previous government and it was planned as 2x2 from the very beginning.

Too early to say. But if they indeed intend to finance it entirely from state fund, it would mean that the road will not be built because it is too expensive.

They say a lot of things but can't be trusted. Theoretically it is possible, but the funding is uncertain. And some sections don't even have the environmental decision yet.

To illustrate how "important" this road is for the government: tenders for section Lublin - Rzeszów were started in August - September 2015. To this day, not even a single contract has been signed.

A contract was signed for modernisation of the most famous (or infamous, depending on how you look at it) cobbled section of national road in Poland. DK22 Czarlin - Knybawa:

Was it made by Germans or was that area Polish when this road was built?

Krajowa probably not (maybe somewhere in a town center), but we have also a quite famous cobblestone droga wojewódzka - at the seaside.

This place is now after a renovation and has no cobblestone any more.

Concerning droga wojewódzka, we also have a few short sections of unpaved ones.

It looks like there is a cobblestone section of DK20.

And, it came to my mind now, the exits on the A18 from Berlin towards Wrocław are made of cobblestone (this is the still old German road).
