I would use the emergency lane for a length, turning it into an acces lane. Not having an emergency lane for a couple of hundred metres is less dangerous than not having an acces lane/merge lane. For exiting a freeway, the length is less important (unless there is a sharp bend or traffic light immediatly after it).

A very common thing, really.

Vehicles are joining and going off on the same (rather short) lane:

That's why i prefer parallel lanes on busy cloverleafs. So trucks don't have to enter the motorway with 40km/h.

That's an improvement which is sometimes used, but it's also more expensive.

But undoubtedly better, of course!

It doesnt look like it's wide enough to me. Plus if there's an accident cars would be so close to the edge of the viaduct the chances of falling down would be dagerously high!
As far as I know there's never been accidents there. The drivers on the right hand lane are usually cruising along at lower speeds (60/70kms) and all you need is to pay careful attention when driving into the freeway.
