Another new light rail tramway system for North Africa

One thing that is particularly striking about recent transit development in many Third World developing nations is that it increasingly seems to take the form of grade-separated rapid transit – ranging from "exotic" automated guideway (AGT) systems for lighter-capacity feeder-type roles, to light metros and full rapid transit metros for much heavier traffic. While this appears to be mainly a response to the large populations and high densities now being experienced in many of these cities, it also seems to stand in contrast to developments in North America and Europe, where there currently tends to be far greater emphasis on surface rail modes, particularly light rail (LRT), including tramways (streetcar systems).


One of the latest developments in this category is in Algeria. A new tramway system is now planned for the capital city of Algiers, despite the fact that a full metro rapid transit system has already been under construction. With the completion of the metro system still several years away, assessment of a tramway system was undertaken under the authority of the transport minister. That assessment has led to the decision to install a light rail tramway system with several branches.

The first line, Est (East), to be built within three years, is planned to extend from Annassers to Borj el Kiffan. This line will be designed for a transport capacity of 150,000 passengers per day. The project will extend 16.5 km [10.2 miles], with 38 stations, including six major passenger interchanges, and will require 31 tram vehicles. An international invitation for tenders (bids) is expected soon. Startup is currently targeted for 2008.

The second line, Ouest (West), is planned to extend from Place des Martyrs to Ain-benian, a distance of 15.8 km [9.8 mi] with 28 stations. This line is projected to have a transport capacity of 90,000 passengers per day.

A third line is also planned to connect the first two, extending from Place des Martyrs to Ruisseau.

When completed, the multi-route system is projected to carry upwards of 200,000 passenger-trips a day. Capital costs for the total system have not yet been made readily available to the public.

Algiers chooses ALSTOM : Entreprise du Métro d’Alger (EMA) has chosen an international consortium led by ALSTOM Transport to supply an EUR225 million turnkey system for the first tramway line of the Algerian capital.

Algiers' first tramway line will link the city centre to the Eastern part of the capital and will be 16.3 km long with 30 stations. It is expected to carry 150,000 passengers daily in Citadis low-floor trams.. The first vehicles will enter service 30 months after the contract takes effect.

A second stage will add another line to bring the system to 23 km. This is the first of several tramway developments in Algeria. The city of Oran is out to tender for a three-line system, while Constantine expects to open a 9-km line by 2009. Tramway studies are in progress in Skikda and Annaba.

Systra to manage Algiers tramway project

On 1st February 2006, following a national and international call for tenders, Entreprise du Métro d’Alger (EMA) awarded the contract to manage construction of the priority section of the Eastern line of the Algiers tramway to a consortium of SYSTRA and RATP-Développement.



The Eastern line of the Algiers tramway
The line runs eastwards from the Carrefour du Ruisseau situated to the east of Algiers city centre. It will serve the new Bananiers district, Houari Boumedienne University, Bordj el Kiffan centre and will terminate at Dergana, close to Algiers airport. The priority section, to which the contract relates, runs as far as Bordj el Kiffan.

The tramway line project has two key aims :

To improve travel in the eastern suburbs of Algiers by promoting public transport and reorganising traffic.
To upgrade areas through which the line passes, as the tramway will provide a dynamic for new projects along its route.


Specifications of the priority section

The priority section between Carrefour du Ruisseau and Bordj el Kiffan is 16.3 km long and will comprise 30 stops, including 6 transport hubs. 7 structural engineering works are planned, but one of these – a bridge crossing the SNTF railway lines – is already under construction.

A 42,000 m² depot and control centre is due to be built at Bordj el Kiffan at the eastern terminus of this section.

The expected volume of passenger traffic is 150,000 passengers a day. The service is planned to come into operation in the first quarter of 2009.



The role of SYSTRA and its partners
The project management contract is due to last just over 4 years: 39 months from its commencement to the launch of the service, and a further 12 months during the guarantee period leading up to final completion. SYSTRA will lead the SYSTRA-RATP Développement consortium in charge of managing the project.

SYSTRA’s role will be:

to check conformity and approve the detailed preliminary studies,
to check and finalise the specifications for the call for tenders for construction works and purchase of equipment,
to provide assistance in drawing up the final contract(s) for works and equipment,
to ensure conformity of works schedules,
to supervise and inspect the work being carried out and equipment supplied and to propose procedural rules,
to provide assistance with the purchase and installation of equipment as well as temporary assistance when the line comes into operation.
RATP Développement will be in charge of operational aspects for each of these roles.

The consortium will also be supported by an Algerian consulting firm, « Assistance à la Construction » for all activities relating to urban development, buildings, and tram stops

Tram Launching of work in April The initial work of the tram of Algiers will be launched as from next April in Bordj El Kiffan, whereas five building sites on the level of Algiers start the earthworks at the beginning of this week. "the operations of total demolition of the masonries located on the trajectory of the tram at the street of Fusillés (Belouizdad) will be completed towards the end of the month running", indicated to the APS the director projects of the tram and transport by the cable on the level of the EMA, Mr. Amar Khalouia. For this reason, the operations of demolition were started in last February after the company and the authorities had proceeded to the rehousing of 25 families in new apartments located at the city of the Banana trees (Mohammadia) and at the transfer of 29 tradesmen towards new buildings to Bab Ezzouar and at the Banana trees. Five other people, whose buildings were damaged by the operations of demolition, were also compensated, knowing that these recipients had the choice between three sites: Eucalypti, Bab Ezzouar and Banana trees. In the same context, the person in charge stressed that "five people were transferred in new buildings to the city from the Banana trees, 16 others in Bab Ezzouar, while the remainder preferred material compensations" by stressing that this operation "was very difficult and took two years to arrive at formulas of agreement with the recipients". The operations of demolition were stopped on several occasions, has it says, "because of the incomplete administrative files of the recipients of residences and buildings", adding that four companies remain always active in these same districts. "What caused a decision to give a 30 days deadline by the authorities to these companies to release the places and to move in the buildings which were allotted to them for the occasion", it explained. Mr. Khalouia did not fail to record the constraints to which its company at the time of the demolition of the masonries in the street of Fusillés had faced, first of the kind which the company for the realization of the tram carries out, by stressing that the operation is "complicated and very difficult", requiring a great mobilization of all the activators in the sector. "This experiment will be of a very great contribution in the next operations of demolition in order to avoid the errors made in this site", it still added. The management of the firm also indicated 5 service station of Naftal for demolition and with which negotiations are in progress to find a solution. Nevertheless, it regretted, measurements show a delay because of administrative constraints as well as complex legal steps. Within this framework, the company determined 5 sites to install its equipment and workshops in the cities of the Banana trees, El Mohammadia, Bab Ezzouar, Bordj El Kiffan, El Harrach like another site in Caroubier. In addition, Mr. Khalouia stressed that the operations of digging of ground and the transfer of the infrastructures of the various companies in relation to the project, in fact Sonelgaz, the Algerian one of water, the Algerian Agency of cleansing and the services of Télécoms Algeria were completed. As regards the sites comprising of the residences and commercial buildings which will be demolished, it acts of the street of Fusillés, the avenue Tripoli (Hussein Dey), like those located at El Harrach (Mohammadia), where a communal garden will be demolished, in Bab Ezzouar and Bordj El Kiffan where 10 residences will be demolished. For this reason, the company counted some 215 dwellings being on the trajectory of the tram in the communes quoted to destroy and whose wilaya of Algiers studied the files of the occupants to allot new residences to them to the city of the Banana trees. For the 180 counted commercial buildings, also to demolish, the management of the firm undertook the purchase of 180 buildings near the Agency for the improvement and the promotion of housing (AADL), located in several sites of the capital, which will be used as compensation. They are 90 buildings in the city of the Banana trees, 80 others in Bab Ezzouar, 10 in Gué of Constantine, indicated Mr. Khalouia, adding that the formula of compensation is left with the concerned ones. To this end, the State devoted a total envelope of a billion 500 million DA for the operations of compensation, of which 600 million was devoted for the purchase of residences and the remainder of the envelope for the purchase of the commercial buildings, it indicated. In addition, Mr. Khalouia stressed that "the operations of demolition of the masonries on the level of the avenue Tripoli (Hussein dey) will be started next April, while work of total demolition of masonries being on the trajectory of the tram of Algiers and the rehousing of the families will be completed with the current of next July". It should be noted that the first line of the tram of Algiers will be operational with the current of the first half of 2009. It will connect the center of Algiers to area-is with a capacity bordering 150 000 voyageurs/jour over a 16,3 km length cash 30 stations active of the crossroads of Mohamed-Belouizdad (Brook), passing by the crossroads of Five-Houses and newcomer with Bordj El Kiffan.

Assembling contract: more than 345 million euros of which a part - a little more equivalent of 100 million euros will be paid in Algerian dinars. One is unaware of the reasons which pushed French Alstom to stand as a candidate via his Spanish subsidiary company. According to terms' of the contract signed between the consortium and the Company of the subway of Algiers (EMA) which carries this project, the building site will be delivered within 26 month, i.e. towards the end 2009 or at the beginning of 2010. After Algiers, Oran will be the second city to have its tram. The attribution of the market of the tram of Constantine is awaited in the next days. Alstom would be well placed to gain this contract.
