Soit un ministère de l'Etat algérien, soit la Villaya (Préfecture) d'Alger, soit la Ville - probablement au travers d'une structure créée exprès pour ça.

Le Maître d'ouvrage est l'entité qui commande un ouvrage
(si TU commandes à un architecte de te faire une maison, TU es le maître d'ouvrage, tandis que l'architecte est maître d'OEUVRE)

Algiers tram: commissioning in early April of Bordj El Kiffan-Bab Ezzouar section

When the construction of new tramway and subway started, were the previous tram tracks (closed in sixties) discovered under the road surface in the time of digging?

At the time, the tramway was in downtown. The new one is in different suburbs of Algiers.

Nowadays, the old line is covered by an asphalt road on the ancient pavements.

What is the current status of trams of Oran & Constantine?

I Think Algiers tram will be opened in March 2011.
