Is everyone sure that this is a mechanical floor? Is this some kind of mid-level duplex or penthouse level, or the point where the more expensive penthouse units begin???

The illistrations appear to have this level enclosed entirely with the glass curtain wall and no louvers...

It's just concrete with the glass facade on top to mask the bare walls.

Good observation, IIRC it was billed as a transfer floor, a structural concept akin to a second foundation. The solid, and thick, walls are the purpose, the mechanical may just take advantage of an otherwise unusable space.
