I also heard this on the radio yesterday (Radio Slovenia International news on 10.11.2013).

A4 is now supposed to be finished by 2017. Construction will start in fall 2014, that is a year from now. The first measures for preparation are already in progress.

Vignette prices for 2014 (available since December 1st):
Yearly, cars: 110€ (it was 95€ before)
Montly, cars: 30€ (like before)
Weekly, cars: 15€ (like before)
Yearly, bikes: 55€ (it was 47,5€ before)
Half-yearly, bikes: 30€ (it was 25€ before)

New vignettes introduced for light commercial vehicles (more than 1,3m tall):
Weekly: 40€
Monthly: 80€
Yearly: 220€

When we get freeflow tolling you will ask for vignettes to come back, at least me. I make about 10.000 km on Slovenian motorways (and soon there will be about 5000 more annualy as I plan to move) with a probable price for car around 0,08 euro per km I cannot argue against vignettes.

I spent about € 90 in Italy in one week just for using their motorways. € 110 per year is cheap if you compare with a trip to your neighboring country.

True, distance based tolling is almost always more expensive except for some vacationers who drive somewhere once. For regular users, the vignette is much better.

If you have distance-based tolling of circa € 0.07 per kilometer (comparable to Italy), you can drive about 1.600 kilometers before you exceed € 110. People who are in the market for annual vignettes will likely drive (much) more than that on the Slovenian motorways.

Probably both counts, but I'd prefer other countries' annual vignettes, except maybe of Hungary.

110 € is expensive but still OK. For me as a regular user of slovenian motorways is this price still much lower than it was "under" distance based tolling system.

About what would one prefer to have for annual price - 110 € is a price of about 1 1/2 of gas tank. I don't bother to have a bit more expensive vignette than in Austria as I know we have really dense network as I can reach every 10000+ town by motorway or 4-lane expressway (except Velenje, which should be connected next). A luxury which does not exist elsewhere in Europe.

Nope, according to German Wikipedia:
A = 2185 km / 8,49 mil. = 257 km per million capita
SLO = 599 km / 2,06 mil. = 291 km per million capita

Now I know why our vignettes are so expensive. Defining price according to length of motorways per km2 makes sense, but not per capita, at least I don't see it. And overall network matters to some extent as well. No one would pay thousands of dollars for all those US motorways, but no one would pay €110 for 10 km of motorways in Greenland or Liechtenstein either. So absolute length of motorways counts as well.
