It is not sure. If it will be, then it must be before 2019. If not, service tunnel must be built regardless of traffic, also until 2019.

btw, the tunnel is almost finished and it was damn expensive - hard terrain + partly underground intersection with access lanes undergroung connecting to motorway. you have a lot of stuff about it here, search for Šentvid tunnel

I made this proposal:

red - currently in construction
yellow - my proposal

Some sort of yellow variant was already proposed in seventies, but it was not selected because Yugoslav army had barracks there and there also is one of main water supplies for Ljubljana. Now I would agree with your variant, but now it is so, as it is. This red thing will cost about 250 mil. €, tunnel 1200 long alone 120 mil. €. Junctions in tunnels will be added later (construction begins sometime next year) and their cost will be probably around 30-40 mil.

Wow. Respect Slovenia! I thought Slovenia didn't need so much highways for such population! But highways are always good for safety and economical development. So congratulations!
It will pass 50 years more when Latvia will build at least as good network. I will be dead probably

You'll never know that. Things can change rapidly in 10 years, check Croatia and Hungary 10 years ago. Or Poland within 10 years. Or Portugal 10 years ago.

Latvia has a small population density and about half of Latvian people live in Riga metro area so the need for motorways is many times smaller than in Slovenia.
