Expressway 104 (map) was temporarily reclassified to ordinary 4-lane road with 80 km/h speed limit because of closure of one of three non-motorway bridges over Sava river in Ljubljana that is being renovated until end of October.

So now we have 2 km less of expressways in Slovenia.

I don't think so In CZ we have 3,5 km less of expressways at the end of R7 near Chomutov because with opening of this section local farmers have lost it's ordinary route to a Buyout in Černovice: http://mapy.cz/s/b7T4 - so from 1.7.2014 to 30.9.2014 this section is not an expressway but an ordinary 4-lane road to allow farmers to use that road...

Nothing is decided for certain.

I suspect nothing will start until the money is found on the Croatian side to sort out the Krapina single carriageway motorway.

Well, i think ur hunch is more lack of informations It's true that Slovenia doesn't have money. But Croatia have the same problem and they even don't plan to build their section in near future...

Do you need the vinjeta for expressways without H-number like the 104 north of Ljubljana or the 111 around Izola\Isola d'Istria? And do you need a vinjeta for this route?

- G2-111: no

- H6: yes, except west of Semedela

- G2-104: no, but you need it for the Tomačevo roundabout (actually it's unclear)

- Pesnica roundabout: unclear

- A4: yes, except south of Draženci

Definitely not for 111 bypassing Izola - but you will when it becomes part of H6. You also don't need it for 104, but then you can't avoid the Tomačevo roundabout, which is kind of a grey area - signs say the vignette is compulsory there, but DARS has said that it isn't as long as you don't turn to H3. You do need it for the last route, you have to go through Koper to avoid it (the road seems to be mislabelled on Google Maps, it should be H6 for the expressway part).

EDIT: Meh, too slow.

Slovenia really needs shooting for allowing this situation. The fact that it's signposted as the route into Maribor from Sentilj without any warning whatsoever that the route is under vignette regulations is another example of mean spirited behaviour.
