These are not waiting times at borders, but travel times between different locations in Slovenia. LJ - Ljubljana, KP - Koper, MB - Maribor are cities. MP stands for "mejni prehod" - border crossing.

Yes. construction is supposed to start in 2017, to be finished in 2021. Then they will renovate the old tube until 2023.

Thanks, so this means preparation/design is ongoing.

What about the road from Jesenice to Kranjska Gora and further west to Tarvizio, will it be upgraded to an expressway? It is the shortest route to Cortina and the Dolomites from Ljubljana.

There're no plans for that, just a simple bypass of Gozd Martuljek. You can go to the Dolomites via Postojna-Udine.

Today we're getting some new signs, including the one for expressways - the same as motorways, but blue, like in Italy.

I don't know, this combination (green and blue motorway) is just confusing IMO. Some foreigners will think it's a motorway.
