I am curious to know how much time it actually passed from the decision to integrate a toll system for the motor vehicles above 3.5 tons until this moment (April 2017).

First ideas about free-flow tolling were already in 2001, definitive decision to introduce that was made in 2006 (planned start of free-flow microwave-based tolling was end of 2008), even before decision about vignettes was made. Later decision was made to have satellite-based tolling and then again microwave, also with plans to introduce such tolling for cars.
First tender for constructing such system was announced in 2012 and with many complications (mostly political) and few new tenders we are now in 2017, almost 11 years since first definitive plans.

It's quite a lot since this topic hasn't been mentioned: is there any news about any future H5-H6 extension?

H5 spatial plan for section Koper - Dragonja (border crossing) was in public hearing few months ago. Plans were available for everyone to see. Not much except many public presentations happened since.
H6 extension has been temporarily suspended until politics decide which of those two expressways will get priority funding. Next section until Lucija has main project already finished and most, just building permission is needed.

What is the status of Mangart alpine road? Is it open? I will be in Slovenia last week of May and would like to check it out?

Promet.si says it's closed due to winter conditions, but that could easily change by then.

It's best to look here. Btw, you have to pay ~5 € for that road.

I've looked there and it appears closed with text "RT-902, Strmec - Mangart, road closed in winter time."
Is it still winter time? I'm in Slovenia for the long weekend...

I was there last year in mid-june, the access was banned
technically you could drive uphill, but I'm afraid you could be fined
still, this is worth visiting as the landscape is insane

The road goes up to over 2000 metres, it's quite possible it's still covered in snow.

Fine is not a problem, often there are tunnels tunnels burried under snow avalanches even into late spring. There is still a lot of snow in the mountains.
Some current reports say that the road is passable with bikes up until about 1900 m altitude.

I'm already back from Slovenia.
I asked at tourist info in Kranjska Gora and they told me it's closed (still snow up there) and also that they don't know when it would open.

Yup, I did some driving in SLO. Had the base in Ljubljana.

1. On arrival visited Bohinj and Bled
2. Next day on the coast (Koper and Piran + Trieste)
3. Next day went to K. Gora, then drove Vršič pass and along Soča valley up to Most na Soči, then took 102 road to LJ
4. On the last day walked some 2 hours in LJ and also visited Vintgar gorge

A nicely packed schedule, my vacations are like that as well

How busy was Bled? I've visited Bled in 2009, it was quite crowded (lack of parking).

It was busy, we didn't really stop much because we already visited it twice before. Wanted to eat dinner at the castle, but the restaurant there was already booked out.
Bohinj on the other way was ok, easy to find parking, more relaxed.

Overall we saw some awesome waterfalls and turquoise water
