On some other photos it looks as though there is post-tensioning duct pockets at the base of the block. But all just guessing really without seeing any plans.
Its a transfer tie beam which will eventually be tied in to the ground floor slab. This cannot be done until a large amount of the superstructure has been completed. This allows the building to settle under its own weight then these particular beams are tied in to the rest of the structure. Parts of the slabs are also left out temporarily for the same reason.

Bramble, thanks for the explanation, it looks like things are going full steam ahead on this building. Great to see. So will they eventually have to break away the concrete end of this beam to expose the rebar when tying it in?

Thanks for the explanation Bramble. It makes sense to add the last part after most of the structure is done so there won't be to much pressure forces in the beam from the settelling of the structure/foudation.
The beam is necessary to get as much cantilever in the foundation as possible and keep the tension the foundationpiles as low as possible.

As long as there are regular updates it does not matter how active the thread is. In fact, it is better that there isn't as much inane chatter in between updates so they are closer together and thereby easier to compare. This thread is definitely my first choice for this project compared to the other thread.

Office buildings have taller floor-ceeling height ... plus, as mentioned, the roof feature/fin on ST.
