Even 432 Park Avenue will surpass it in a half year. while this tower was already a few floors when that thread didn't even existed.

A bit of both, Dubai is one of the hardest hit by the recession thanks to the fact that one of the main drivers of their economy was the construction boom, and that in turn made Nakheel run into som major financial issues I believe.

Not more then other countries, being USA, UK, or Spain ... it's just that the towers are taller here, hence more noticable

Well.. There's that, and the fact that Mohammed bin Rashid Al Maktoum appeared to have been in utter denial when Dubai's housing bubble crashed.

I am surprised nothing has happened on this one yet... a lot of halted project restarted in marina and some far less "prestigious" than this one ...

I'd guess it's cheaper to maintain a half-finished concrete shell than a complete skyscraper full of empty rooms. Until they're certain enough apartments will be sold, I think it's more economical to leave the tower as-is. Not to mention the cost of finishing it...
