Of course no such official announcements have been made. But it's obvious. When the architect of your building has to sue you because you didn't pay him, you're in deep deep trouble.

It's a common practice. You don't want your competitor's buildings in the background, which are usually the ones in the area. You also don't want to pay someone to render fake towers around it. So unless you are content to have it shown with no towers around it, the easiest thing to do it to drop it in the skyline of a city far away.

I have seen 3 renders of this, first one was with SZR skyline, second one was just next to the beach , third one with LA

New pentominium drawing from someone in skyscraperpage, so is it basically a previous spire-less tower with a spire attached to the side of the building or were there few other changes to the design?

All the models in that link are the same. The only difference is the facade color and the angle of the building. The front side of Pentominium is actually that thin. When looked from sides or from corners, it looks thicker.
