hah, those roads on the foreground looks awfully like a race track.

Which would probably happen in Dubai in the future anyway, Grand Prix of Dubai. Doesn't sound too bad.

...and as people already said... that is a BAD thing... nobody will get much of a view, even if their apartments are pretty high up.

Most of them are temporary road diversions due to the construction of a huge intersection nearby, connecting the aerea with the main highway. You can even see an access ramp being build.

I don´t think "catching up" is the appropiate word to use...maybe just "starting to do something about it", but again, there´s no comparison.
