This should be more about regional borders...

N-113 goes from Agreda to Castejon de Ebro. It crosses for regions, Castilla y León, La Rioja, Navarra and Aragon.

Aragon is crosses twice. First only for 500m

Second time is this one:

http://maps.google.es/?ll=42.007158,...14.96,,0,11.88

It is about only 20 or 30 meters, no more... In the road there is no signal about Aragon. They point Navarra and La Rioja only

but in the photo you can see the tripoint of Provincia de Zaragoza (Aragon) that makes that part of road inside Aragon for a very short strech

About regions mantaining roads outside their borders, I know of a road connecting Villarta-Quintana and Quintanar de Rioja that was built a few years ago. The latter hamlet was only accessible from the province of Burgos through a road called BU-V-8108 which started in the N-120 in Castildelgado, then crossed the village of Bascuñana and finally in entered La Rioja under the name of LR-410. Here's the border: http://g.co/maps/z7ysz

The government of La Rioja decided to build a new road from Villarta to Quintanar de Rioja, since Villarta is the 'head' of the municipality of Villarta-Quintana (formed by Villarta, Quintana and Quintanar de Rioja). In july 2006 this road was opened under the name of LR-412.

A similar case...

Petilla de Aragón is a little village (about 50 people only) located inside the Aragonese territory but it is part of Navarra since the middle age.

The municipality has two parts, the village is located in the northern and there is nothing in the southern.

In the southern part, the road from Uncastillo to Sos del rey catolico crosses partially that zone.

It is a local road totally refurbished by Aragonese government in 2001... and I do not remember any signal pointing the Navarra territory.

The road that arrives to Petilla de Aragon is managed 50%-50%. This is... until the border, by Aragonese government. Later, by Navarran government.

As History details... at Petilla de Aragon was born and lived for two years the Nobel at Medicine Santiago Ramon y Cajal (Nobel in 1906)
At Sos del rey Catolico was born King Fernando de Aragon, the grandfather of Empiror Charles V (Germany, Austria, Belgium, Netherlands, Southern Italy, Spain, half America and... maybe half of the "know world" in the early XVI century)

I wrote a post about it.

It may seem trivial, but this was the tripoint between the Crowns of Castile, Aragon and Navarre, the three Crowns that made up today's Spain.

Also, notice how the Rioja (back then Castile) part is deforested. This is due to the Mesta, a powerful shepherd association that cut trees down to make pasture, among other things.

Which section of C-15 will actually be opened? Apparently it's a new north-south axe from the costa Daurada to Manresa, but not all of it is autovía.

The southernmost section will open. It's the only section of motorway of the so-called diagonal axis. The dashed section near Igualada is already open. But I don't know about that section West of Manresa...

And... about the four streches opened between Pamplona and Lerida that makes the journey shorter between Atlantic and Mediterranean as well as from southern France (it goes only 20 km away from Somport tunnel)

Vilanova i la Geltru - Vilafranca del Penedes section will open this Friday as a 2x2 Motorway conecting C-32 motorway with AP-7 motorway.

The other sections of the "Eix Diagonal" won't be/are not motorway.

Interesting. Because Google Earth does not indicate a motorway here, 2009 imagery shows a two/three-lane expressway.

Are there any photos?

On 2009 that section of C-15 was a classic road. This friday C-15 from Vilanova to Vilafranca will open as a motorway.

The basic idea was to upgrade the existing C-15 and C-37 in order to better conect Vilanova i la Geltru with Igualada and Manresa, upgrading the roads to either motorway (as in this section) or to expressway with grade separations and better by passes (the rest of the sections).

Below there are construction photos of the motorway section from local newspapers:

And another thing: That motorway will pass by California! I'm not kidding.

Bielsa-Aragnouet tunnel will be opened tomorrow December 1st.

I think it is the third time they close the tunnel for several months on autum and they just can make a short part of refurbishment.

It will be opened one way only

The official tunnel web page is:

Igualada by-pass was opened last summer, the dotted sections will be opened next Friday. The other parts have been already in service for some years and now they have been upgraded.

Even though Madrid already has the most extensive motorway network in Europe, why stop there? They thought so, so they are currently converting M-206 to a 2x2 autovía. It's about 5 kilometers long and will run from Torrejón de Ardoz to Loeches. It's the 7th motorway to serve this suburban area.

All roads and motorways at Navarra and Basque country (except AP-68) are managed by regional governments. The rest of Spain by the Ministry.

In the case of Navarra, its part of A-21 will be finished this december as Chris wrote... obviously until the border with Aragon.

Between the border Aragon/Navarra to Jaca (A-21) there is 10 km 2x2 motorway opened.
Between Jaca and Huesca (A-23) it is opened Jaca north-Sabiñanigo west and from north Nueno to Huesca.
From there you can go by motorway to Zaragoza and the rest of Spain or to Lerida.
In that case (A-22), 10 km still not on works and the rest is opened 2x2 except one strech that maybe will be opened in february.

In one of my last messages there is a PDF with further information
