That highway is going to be improved. In fact all the "first-generation autovías (A-1, A-2, A-3, A-31, A-4, A-5, A-6)" are. Here you have more info:

The A-2 from Madrid to Zaragoza is probably the worst autovía. From Fraga to Barcelona it's better. The pics show the oldest part between Torrejón de Ardoz and Guadalajara. Well, at least the pavement seems okay. But the pics above show that the A2 shouldn't be called a motorway-grade road.

The problem is that some of the most important routes are the worst (because they were the first autovias to be built).

Fortunatly they are going to be improved in the next years (following stretches):
A1 - Madrid-Burgos
A2 - Madrid-Zaragoza (the worst one, as Cicerón refered)
A3 + A-31 - Madrid-Alicante
A4 - Madrid-Sevilla

And in a 2nd phase:
A5 - Madrid-Badajoz
A6 - Madrid-Benavente


Appart from these, there's also the N-I stretch from Alsasua to S. Sebastian which is really substandard but won't be included in this improvement program.

A-62 (between Burgos and Tordesillas) and A-42 are also very old and should be improved, although that stretch of the A-62 isn't that bad.
