Yes, I did drive all the way to Tarifa that day. It's the southernmost point I've ever been.

I think this press release is about the start of the tender procedure for the next A54 section (Arzua-Melide, 16.38km, 130.23 million €).

According to wikipedia, there's only one additional section not yet u/c:

A54: Lavacolla – Arzua-West 18.5km (? to 2017) – ? – map
A54: Arzua-West – Melide 16.4km (2016? to ?) – ? – map
A54: Melide – Palas-West 11.7km (? to ?) – ? – map

A54: Palas-West – Guntin-North 14.9km (? to 20th October 2015) – ? – map
A54: Guntin-North – Nadela (A6) 23.3km (? to 30th March 2015) – ? – map

I'd rather trust juntadeandalucia.es in this case. After all, it's the official webpage of the institution that built the road

Diariovasco.com (a newspaper from San Sebastián, on the other side of the Peninsula!), however, quotes a news agency (EFE) - they propably published the news one day later.

The world's cheapest motorway at 3.37 M€/km has started construction. However there won't be any visible works until early 2016. The Figueruelas-Gallur section will end 4 km before the N-122/A-127 junction (A bit weird IMO). Press release (in Spanish).

The Gallur-Navarre border section will be put for tender soon.

First-generation autovías must have been cheaper than that, even indexed to inflation. Most of A-4, for example, was built in very flat terrain as a duplication of an existing road. Same for A-6 between Adanero and Benavente, or A-62 between Burgos and Salamanca (though this one was not built to full motorway standards, with at-grade intersections). Perhaps someone could do the math and show us (I'm too lazy now ).

Most of A-44 was a duplication of the existing road, which was built in the 1980s as a single-carriageway expressway. It turned to be very dangerous due to the motorway-like alignment not allowing long straights with enough visibility to overtake safely.

It's reported to be completed by 2019 (source).

I'll add it to my list now because the official construction start was now and the real beginning of earthworks et cetera is in the near future. I guess we generally don't get more precise data about Spanish projects (the same usually applies to Germany).

It has opened today:

But don't trust the distances the article says. As some forumers have already pointed out, the newly opened stretch is only 1.5 km long, because there's a missing viaduct.

After the missing viaduct, there's also a short section that has been put into service today, but it is too short to be considered a proper motorway until the remaining viaduct (whose construction has not started yet) opens.

I think Andalusia has built by far the most new autovías since the crisis began, out of all regional governments.

You're right.

But I don't know whether there's any provisory connection between both sections allowing drivers to go from the southern to the northern part without having to cross San José de la Rinconada.

Google Earth shows an urbanized area west of the town (without buildings, though) where such connection could be easily built using very wide streets, it would just require a few meters of new roads.

I don't have the exact numbers here, but Catalonia opened all 150 kilometers of Eix Transversal (C-25) in 2013, plus C-15 (Vilanova-Vilafranca) a couple of years earlier and C-13 in Lleida in 2013 IIRC. C-17 Vic-Ripoll was also opened well after the 2008 crash (2012 maybe?), and also C-31 in Palamós.

The northernmost section of C-17 opened in June 2011, I used it just after its opening.

If I'm not mistaken all these projects built by the Catalan government are shadow-tolled. Therefore they were not affected by the financial crisis, as construction companies were interested in finishing the works to start getting money from the regional government once they were in service.

Ah yes, the twinning of C-25 greatly pumps up the total mileage opened in Catalonia.

Many other regions haven't built anything since the crisis, especially after 2011.

There is not that big a need to build new roads in Spain anymore. At least from my limited experience they are already pretty good. If I was an absolute monarch there I'd spend the money elsewhere.
