I don't think they can charge old A-8 / N-I. There is no space for a large toll plaza. I do agree though, that the new AP-8 shouldn't be tolled to encourage traffic to use the new bypass.

I always say; build a new bypass, but make sure it is more attractive than the old route, not by downgrading the old route, but by making the new route more attractive. That is; no tolls, no roundabouts, no traffic jams, good alignment, etc. In the Netherlands, they're very good in making a new bypass for a town, but then they build 4 - 5 roundabouts within 3 km on the new road. How on earth is that an attractive route?

Vitoria-Gasteiz is only signed towards Bilbao (AP-8). I guess that Gipuzkoa’s government needs to pay the conclusion of AP-1, but I think that’s quite unreasonable.

Yeah, that sux, but they also are planing to convert N-I to pay road..... and maybe even A-15 if the ppl don't uses the AP-1

Not much. There used to be a significant difference, but design standards are now mostly similar. Autovías are toll-free, and tend to have more exits and less service stations than Autopistas, which are tolled.

Should be an attracitve route to travel from France to Lleida / Madrid.
Do you know when all of it will be completed?

And another question: Is there a plan to connect B-24 to AP-7? At the moment there is only a section of a few km's till Vallirana.
