Frankfurt's skyline looks like this soon, though Tower 1 and Millennium Tower have yet to be sorted out of course:

Looks like it's turning out better than some of its neighbors. In September I was lost for a bit looking for the right parking garage during the IAA and drove around Europaviertel. It looked a bit bland to be honest, infrastructure was weird too. It really felt like it was completely blocked off from the rest of the city (center) because of the huge Messe area.

It's replacing an older tower that wasn't exactly attractive, but had become an recognisable icon for frankfurt.
It's the sign of a mature developed city to replace it with a like for like design. It's just a more modern version.
They could have just knocked it down and built a glass condo because it would look all shiny, like some developing city would, but instead they have chose to retain its iconic design. A good decision I think.

the tower it replaced was an eye sore so this new one is an improvement.

Will the top bit be accessible to the public?
