That's soil compression. Always needed for most constructions before foundation work begins. It will remove air spaces making soil thicker, which would result in better foundation.

This and some other projects in xiangluowan are progressing slowly on purpose for several reasons; the main reason is that they can save some money if they are not in the building phase at the same time as several other buildings, the worker and resource pool has it's limits (xiangluowan has around 30 big office buildings in the construction phase at the moment) and the developers don't want to start competing for resources.

another major reason for the delay is to time the completion of the building to bit later, the developers want the area to be more established and better connected (the high speed rail link ready) so that they can charge better rents.

this project and they chow tai fook binhai tower will be timed to be completed later, any 300+ meter building has to have established area around it to be economically feasible.

I have met some people behind this project through my work, if I remember right it will still take a long time before the actual construction will begin. maybe until 2013 just for the foundation to be completed.

Very insightful information! I was thinking that was the reason. They do need to get better infastructure and more residential towers in that area. Then later focus on retail and offices.

What railway station is planned for the Binhai New Area? Tianjin East? What city links will this station have?
